Analysis of Existing Legislation, Policies, and Enforcement in the Fishing Sector

  • Background

WWF North Africa (WWF NA) is part of the WWF global network and leads conservation and climate resilience efforts across the North African region. The office works at the interface of science, policy, and community engagement to conserve biodiversity, restore critical ecosystems, and promote sustainable natural resource management. WWF NA collaborates closely with national authorities, regional institutions, civil society, and local communities to deliver inclusive, evidence-based solutions aligned with national priorities and international environmental commitments.  

In this context, WWF North Africa is implementing the Plastic Smart Ports project to reduce plastic pollution and promote sustainable fisheries in Tunisian coastal areas, within two pilot ports: Tabarka and Gabès. 

Understanding the regulatory framework governing the fishing sector is essential to identify gaps, enforcement challenges, and opportunities for improvement. This analysis will support policy recommendations and inform future interventions.

  • Objective of the Assignment

Conduct a comprehensive review and analysis of existing legislation, policies, and enforcement mechanisms related to the fishing sector in Tunisia, with a focus on :

  • Regulatory provisions addressing plastic use and waste management in fisheries.
  • Enforcement practices and institutional responsibilities.
  • Gaps and inconsistencies in current frameworks compared to international best practices, with a focus on Tabarka and Gabes.

The study should include clear visual elements (graphs, charts, and infographics) to enhance understanding.

 

Scope of Work

The expert will:

  1. Collect and review relevant national laws, decrees, and policy documents governing fisheries, marine resource management, and waste management (including plastic waste) within the fishing sector. 
  2. Assess enforcement mechanisms, institutional roles, and compliance levels related to both fisheries regulations and waste management practices. 
  3. Compare national frameworks with international standards and best practices (e.g., FAO Code of Conduct for Responsible Fisheries, EU directives, and global waste management guidelines). 
  4. Identify gaps, overlaps, and inconsistencies in legislation and enforcement concerning fisheries and plastic waste management, highlighting opportunities for improvement. 
  5. Provide actionable recommendations for strengthening policies and enforcement mechanisms to promote sustainable fisheries and effective plastic waste management. 
  6. Prepare a comprehensive report featuring clear graphical elements (charts, infographics) to facilitate stakeholder engagement and understanding.

 

Methodology & Quality Assurance

  • Ensure accuracy and reliability through systematic document review and validation.
  • Include metadata for all sources and references.
  • Apply recognized standards for legal and policy analysis.

 

Deliverables & Timetable

  • Inception Note & Work Plan: within 5 working days after contract signature.
  • Comprehensive Report: 
  • Executive summary
  • Detailed analysis of legislation and enforcement
  • Comparative assessment with international standards
  • Recommendations
  • Graphical elements and illustrations
  • Deadline: within 4 weeks of contract signature.

 

Consultant Profile

  • Senior expert in Environmental Law, Fisheries Policy, or related field.
  • Minimum of 10 years of relevant professional experience.
  • Proven expertise in policy analysis and legal frameworks.
  • Strong writing and presentation skills in English and french.

 

Budget and Payment Terms

  • Daily rate : 800 TND
  • Number of days : 15
  • Additional cost for graphical layout and illustrations : 1000 TND
  • Total estimated budget : 13 000 TND
  • All costs (travel, accommodation, per diem) must be included in the daily rate.
  • Payments will be made per deliverable upon acceptance by WWF North Africa.

 

Proposal Requirements

Interested consultants should submit:

  1. CV (max 2 pages) including similar studies
  2. Technical note (max 3 pages) describing approach and methodology
  3. Financial offer confirming daily rate and inclusion of all costs
  4. At least two references from similar assignments
