JOB PURPOSE:

Managing a process of organizational change in Amnesty International (AI) Tunisia working closely with the Movement Support Program and the board of AI Tunisia.

DEPARTMENT PURPOSE:

The Movement Support Program provides capacity building and organizational development support to Amnesty’s national sections and structures.

AIIS PURPOSE:

The International Secretariat, which operates from a number of sites around the world, gathers and communicates accurate and action-oriented human rights information globally. We campaign for meaningful human rights change; enable effective human rights activism and work to persuade governments and other actors to uphold universal human rights standards. We provide strategic leadership, support and advice to the Amnesty International movement globally, fostering Amnesty International’s contribution, presence and public accountability throughout the world.

USEFUL INFORMATION:

This is a temporary full-time consultancy role initially of 3 months with a possibility of extension up to 10 months depending on the developments in the project. The post holder will need to work with the board of AI Tunisia and International Secretariat on doing the assessment of the current situation, including outstanding issues and risks, start addressing them working closely with AI Tunisia board and Movement Support Program and initiate a dialogue and process (in the first three months) on a new model for the organization, with an objective of getting such model approved by organizing an extraordinary general meeting of AI Tunisia.

MAIN RESPONSIBILITIES:

  1. Manage an organizational change and transition of AI Tunisia working closely with the Movement Support Program and the board of AI Tunisia The process will involve doing the assessment of the current situation and analysis of options.
  2. Motivate and engage Amnesty Tunisia members in the change process
  3. Develop and negotiate a viable alternative model (both governance and management) for AI Tunisia closely working with the AI Tunisia board and the International Secretariat, including taking consideration of legal and regulatory aspects
  4. Assess the strengths and weaknesses of options related to transferring power from the current board to the International Secretariat
  5. Help to call an extraordinary general meeting of AI Tunisia by 25 March to organize the meeting in June 2016
  6. Actively identify and manage risks, working closely with AI Tunisia board as appropriate and with the International Secretariat
  7. Develop an action plan with milestones and deadlines, negotiated and agreed by AI Tunisia and the Movement Support Program, for implementing the alternative model and the required changes.

WHAT DOES SUCCESS LOOK LIKE IN THIS JOB?

  1. During the initial consultancy period of three months, all important outstanding issues related to the office are assessed and a process started to address them appropriately and in timely way
  2. Engagement with AI Tunisia board on settling all outstanding issues and on calling an extraordinary general meeting
  3. Viable discussion happens with AI Tunisia on a new form of presence, with a proposal being ready to discuss at the extra ordinary general meeting.
  4. Initial scoping on Youth and a HRE work is done in relation with an alternative form of presence
  5. All existing and new risks are identified in time and addressed in appropriate ways working closely with AI Tunisia board and Movement Support Program
  6. There is good communication and ongoing clarity on the project related matters among all key stakeholders of the project including Movement Support Program, MENA Regional Office, Project Manager, AI Tunisia board, staff and members as appropriate

CONFLICT OF INTEREST

Public or other activity, affiliation to or support for any group or organization, personal association or other factor which may generate a real or perceived conflict of interest with Amnesty International’s principles (specifically independence and impartiality), or raise a security concern, or otherwise prevent the candidate from carrying out key functions of the specific post and would therefore disqualify the candidate from being appointed.

Critères d'éligibilité

  • Significant experience of organizational development and facilitating organizational change in the Maghreb context in an NGO setting
  • Good knowledge of both governance and management of NGOs, including Tunisian NGO regulations and civil society models in Tunisia
  • Highly developed negotiation skills and emotional maturity
  • Highly developed political judgement. An ability to work in a highly complex organizational situation
  • Excellent strategic thinking and planning skills
  • Skilled and experienced working with conflict and good understanding of organizational conflict management
  • Good understanding and experience of Project Management
  • Good understanding of financial management
  • Well-developed organizational risk management being able to identity organizational risks and develop a mitigating response to such risks.
  • Excellent communication skills (both verbal and writing) in Arabic, French desirable; good English language skills
  • Excellent relationship-building skills, able to build and maintain positive relationships with different stakeholders.
