Location(s) & Travel : Based in Jendouba (likely to be working from home); with possible travel to Tunis 

The organisation

Aktis Strategy is an organisation led by some of the world’s foremost consultant practitioners in problem-solving for fragile and conflict-affected countries. The Project Officer will be based in Jendouba and be part of Aktis’ North Africa regional team. This team has been operatingout of Tunisia since late 2013 and Aktis is now registered in Tunisia as Aktis Maghreb. During this period, Aktis has built a team of 12 fulltime staff dedicated to project work focused on reforming the Tunisian security sector. The staff combine international and local experience and understanding: the majority are Tunisian. Our technical delivery is led by native Arabic speakers and former security ministry officials with international consulting skills.

The role

The Project Officer will support our Tunis-based team in implementing a Dutch-funded community engagement project in Jendouba. This will require communication and coordination with project coordinators and technical advisers in Tunis; Aktis’ headquarters in the UK; and partners in the Netherlands.

The PO will be contributing to the implementation of the project with stakeholder mapping, engaging with the right project partners, reporting, analysis, and advising on the right strategies and approaches to be used to guarantee the success of the project. She or he will be responsible for day-to-day activities linked to the project implementation in Jendouba. She or he will be tasked by the Project Manager in Tunis.

The successful applicant will perform the duties noted below, although other responsibilities may be agreed.

Key Responsibilities

  • Stakeholder mapping and engagement in Jendouba: Establish and maintain strong relationships with international and local partner organizations, NGOs, CSOs, government officials, youth institutions, media, and other stakeholders working in the Jendouba region.
  • Operational and logistical support to project implementation: Implement project activities under the Project Manager’s oversight, leading communication and logisticswith project stakeholdersin Jendouba. This will include
    • facilitating visits to Jendouba for project staff who are based in Tunis and elsewhere.
    • providing substantive feedback on training workshop materials and assisting in facilitating training as needed.
  • Monitoring and Evaluation: Collect data against the project monitoring and evaluation plan; provide written inputs as requested for internal and external reports.
  • Risk management:Support the Project Manager in maintaining a project risk matrix and a Health, Safety and Security (HSS) risk matrix, advising the Tunis team on risk levels and helping to mitigate risks.
  • Budgeting: Perform general grant administration functions such as planning and managing project related expenses in coordination with the Regional Tunis team. 
  • Translation and interpretation: provide linguistic support to non-Arabic-speaking partners and associates.

 

Requirements

Essential

  • Minimum of one year’s professional experience in community engagement in Jendouba/north west Tunisia. This could be either through a local NGO or an international organisation.
  • Fluency in English and Arabic required (good speaking, reading and writing required in both languages). Candidates will be asked to compete a short written exercise in the two languages as part of the recruitment process.
  • Excellent communication and interpersonal skills: must have existing networks in the Jendouba region and be skilled at building bridges between, and engaging with, a variety of different stakeholders. For example, the candidate should have experience facilitating dialogues, focus groups and/or other meetings that bring together diverse participants.
  • Highly organised and efficient; demonstrated capacity to meet tight deadlines and work closely with other team members; while also being able to take initiative and adapt to changing circumstances.

 

Desirable

  • Familiarity with basic monitoring and evaluation (M&E) concepts, approaches, tools and processes.
  • Familiarity with Agile project management approaches.
  • Experience working with diverse teams and a familiarity with non-discrimination principles. (Aktis’ Staff Handbook will be provided and applicable to this position.)
  • Familiarity with ethical research principles. (Aktis’ Ethical Research Policy will be provided and applicable to this position.)
  • Fluency in French is preferable
