RAPPORTEUR SERVICES

THE SKILLS DEVELOPMENT MEETING FOR AFRICAN PARLIAMENTARIANS ON TRACKING, STOPPING AND RETRIEVING ILLICIT FINANCIAL FLOWS IN AFRICA

 

Introduction

The Tax Justice Network Africa (TJNA) in partnership with ObservatoireTunisien de l’Economie (OTE) and African Tax Administration Forum (ATAF) are organising African Parliamentary Network on Illicit Financial Flows and Taxation (APNIFFT) Tunis, Tunisia. The African Parliamentary Network on Illicit Financial Flows and Taxation (APNIFFT) was launched in 2015 and provides a platform for African legislators to undertake advocacy related dialogue and debate in a simplified manner on Illicit Financial Flows (IFFs), tax governance and Domestic Resource Mobilisation (DRM) in Africa. APNIFFT has a basic governance structure and constitution.  It includes parliamentarians who are members of both national and regional parliaments. As of 2017, APNIFFT had recruited 72 members from 11 African countries. TJNA provides coordination support to APNIFFT and facilitates trainings. The focus of these trainings is to build the capacity of parliamentarians to understand and debate issues related to IFFs and fair taxation systems.The skills development meeting for African parliamentarians on tracking, stopping and retrieving illicit financial flows in Africa will take place on 5th and 6thSeptember 2019 in Tunis, Tunisia .

In this regard, TJNA is seeking to recruit rapporteurs to work with the Secretariat in coordinating and delivering a successful APNIFFT event. Details of the role are below. The rapporteur will work closely with and report to the APNIFFT Coordinator.

1 .Roles and Tasks

Given the number of events that will be taking place during the course of this event, it will be important to capture key discussions during the main APNIFFT and side events. The service required are for a rapporteuer for this purpose. The rapporteur will undertake the following:

  1. Take note of academy proceedings including key discussions, recommendations and conclusions in each sessions.
  2. Take note of the questions/ remarks from the floor which could be of interest for the consideration in the session’s summary reports well as the replies from the speakers.
  3. Provide Annexes that should include: Participants list including contact email addresses, Presentations (if there were any during the Workshop), Reference documents, if any are represented in the workshop .
  4. Write a comprehensive Summary report of the training’s proceedings using TJNA Style guide.

 

2.Deliverables;The expected deliverables from this assignment:

  1. Session Reports from the Academy on5thand 6thSeptember 2019
  2. Compiled report of (1) and (2) above

 

3.Timeframe

The Rapportuer contract will run for a period of 26daysfrom5th to 30thSeptember 2019

4. Disclaimer

All contracts for services related to the Academy shall strictly follow the procurement rules of TJNA. Any contract that does not follow those rules will be considered null and void unless there has been exceptional clearance by the Executive Director.

TJNA will not be liable for any misplacement of relevant documents.
