  1. Background: 

 

Kvinna till Kvinna provides support to women’s rights organisations in Tunisia and Egypt. Our support includes financial support, networking opportunities and technical and organizational support. Our partner Belady-an Island for Humanity has identified improving the outcomes of its advocacy efforts in order to continue improving access of Tunisian, Egyptian and international public to information on women and child political and civic prisoners. The purpose of this consultancy is to respond to this need, by developing an advocacy strategy that also includes long-term and short-term recommendations. 

 

About Kvinna till Kvinna:

 

Kvinna till Kvinna (www.kvinnatillkvinna.org) is a Swedish foundation that provides support to women rights organisations and women human rights defenders in more than 20 countries. Kvinna till Kvinna’s Tunis office was established in 2018 and handles support to Tunisia and Egypt within our regional MENAFEM programme. In the MENA region, we currently support 50+ women’s rights organizations in the MENA region through country offices in Palestine, Lebanon and Iraq and a regional office in Amman. 

 

About Belady:

Belady – an Island for Humanity, is a human rights organization that advocates for civil and political rights and aims at promoting transparency and accountability and curbing violations. Belady operates from three offices including in the US, Egypt, and Tunisia. 

Belady advocates to improve access of Tunisian, Egyptian and international public to information on women and child political and civic prisoners. Belady uses several advocacy strategies including raising awareness online and offline: meeting international stakeholders, using international media and social media, and publication of contextual advocacy materials.

To improve the outcomes of its advocacy efforts, Belady is willing to develop an advocacy strategy that also includes long-term and short-term recommendations

 

  • Role and responsibilities

The consultant is expected to:

 

  • Conduct a mapping exercise to better understand gaps, challenges, and opportunities that Belady faces in pursuing a stronger institutional role in advocacy and communications 
  • Consult with staff and management to better understand the needs, capacities and perceptions that are critical to an advocacy strategy. 
  •  Identify the key audiences for the advocacy strategy. Who are we trying to reach and why? 
  •  Draft a corporate advocacy and communications strategy, outlining clear goals and objectives, as well as different audiences, tactics, key activities, deliverables and a work plan
  •  Conduct workshop(s) with staff and management to collect input and perspectives from across the organisation, build ownership of the strategy and ensure successful implementation with the support of all teams.
  • Develop in collaboration with Belady team a multi- year advocacy strategy and workplan including key performance indicators considering the expansion of the organisation towards North Africa countries.
  • Develop recommendations towards more influence and tangible outputs in the Egyptian context. 
  •  Provide insights to map, analyze and identify relevant advocacy targets and opportunities at the local, national, regional and international levels that are in line with Belady priorities.
  • Assist Belady to develop new areas of policy research and innovative advocacy & campaigning techniques in the rapidly changing national and international political contexts and the shrinking space for civil society in Egypt and other North Africa countries.

 

  • Delivrables : 
  •  An inception report setting out the approach and timelines for the delivery of the scope of work
  •  A muti-year advocacy strategy and workplan in support of Belady expansion into north Africa countries, including key performance indicators to measure success and implementation progress
  • Final consultancy report

 

Location of the assignment

The assignment will be in Tunis.

 

Required qualifications 

1- Advanced degree in a relevant field is required 

2- Familiarity with laws and human rights is highly preferred.

4- Excellent interpersonal and communication skills.

6- Fluency of English and Arabic. French is an asset.
