The Organization  

Al Bawsala is a non-profit NGO established under Tunisian law. The organization is independent from political influence. Al Bawsala has three objectives: 

  • To reposition citizens at the core of political action by offering them the means to stay updated with their elected representatives and by providing them ways to defend their fundamental rights. 
  • To build relationships with elected representatives and decision-makers in order to work towards the establishment of good governance practices and political ethics 
  • To participate in defending the concepts of social progress and citizen empowerment 

Working environment and conditions 

Contract: 3 Months renewable for at least 1 year, based on performance;  

Working conditions: 40h/week 

Salary: based on profile, Al Bawsala’s resources with a benefits package including health care and life insurance 

Reporting to: Matrix / The Executive Director and the Programs Coordinator 

Posts reporting to the Advocacy & Policy Analyst: at least 1 Project Assistant  

The project  

La roujou3 (Never again) – Strengthening Civil Society for Revitalizing Transitional Justice in Tunisia is a multi-annual project in which Al Bawsala, FTDES (Forum Tunisien pour les Droits Economiques et Sociaux) and ASF (Avocats Sans Frontièresare partnering to contribute to the revitalization of transitional justice efforts in Tunisia in view of effectively dealing with past abuses.  

The three organizations working as a consortium developed a comprehensive intervention based on their common observations with regards to the TJ process in Tunisia and that aim specifically to three interrelated objectives articulated as follows: 1) Strengthening CSOs’ capacities to jointly advocate for the adoption of guarantees of non-repetition; 2) Putting transitional justice back onto policymakers’ agenda, and 3) Monitoring the TJ process and post-IVD institutional framework.  

The Position 

Reporting to the executive director and to the programs coordinator, the advocacy & policy analyst will be responsible for the design, implementation and coordination of the advocacy efforts and policy formulation of the three organizations members of the project consortium to achieve the intervention objectives. In addition, he/she will be the main focal-point of Al Bawsala towards the consortium in the implementation of the project activities.  

The advocacy and policy analyst will be the focal point of the organization in relation to violations of Human rights and in matters pertaining to security and human rights proportionality; 

Specific responsibilities include 

Policy & Advocacy  

  • Initiate, design and lead implementation of the advocacy efforts towards achieving the intervention results;  
  • Coordinate the advocacy efforts among the consortium members and within the wider civil society and other stakeholders;  
  • Analyze the collected data and formulate evidence and context-informed policies towards the achievement the transitional justice goals, particularly by inserting institutional reforms to guarantee non-repetition on the top of the political agenda;  
  • Take part at the Steering Committee of the project and represent Al Bawsala and, as requested, the project consortium, in selected events and in the different coalitions 
  • Coordinate and/or ensure selected court cases monitoring and coverage through livestreaming and live-tweeting); 
  • Being able to travel in different regions in Tunisia and abroad if needed;  
  • Ensure administration of the project website and social media outlets;  
  • Ensure media and others venues representation as necessary;  
  • Contribute to Al Bawsala’s policy & advocacy activities as required;  

  

Project management  

  • Lead the implementation of the project action plan, budgeting, financial forecasting, and cash flow for administration, existing programs, and proposed new projects/grants;  
  • Prepare and submit of periodic (monthly, annual and as requested by donors) narrative reports and coordinate the financial reporting of the project;  
  • Manage at least one full-time project assistant;  
  • Coordinate all relations with accounting services and audit activities;  
  • Maintain strong and smooth relations with the donor and consortium members 

 

Qualifications & key competencies 

The Advocacy & Policy Analyst will have at least 3 years professional experience in campaigning, involvement and/or activism with a significant focus on the institutional reforms encompassed by the transitional justice process in Tunisia (reforming the judiciary and/or the security sectors, institutional governance, legal reforms for equality and human rights, etc)She/he will have commitment to the democratic transition goals in Tunisia and a sound understanding of the challenges and the stakes of the overall goals of transitional justice process.  

In addition, the Advocacy & Policy Analyst would have:  

  • Master’s degree in Sociology, Political Science, Legal Studies or related/relevant field;  
  • Excellent people skills and conflict-resolution skills, with experience collaborating in a multidisciplinary, diverse, and dynamic team; 
  • Demonstrated experience in campaigning and influencing for non-profit sector;  
  • Strong communication skills both written and spoken;  
  • Demonstrated resourcefulness in setting priorities, develop and implement budget-efficient impactful actions  
  • Technologically savvy –  
  • Flexible and self-motivated, able to multitask while also being highly detail-oriented without losing track of the strategic steer; 
  • Mastering Arabic, French and English 
  • Excellent speaking, writing and analytical skills in at least 2 of the above-mentioned languages;  
  • Outspoken, creative, assertive, rigorous and committed;   
  • Personal qualities of integrity, credibility, and a commitment to Al Bawsala’s mission including democracy and human rights;
