Shaping a stronger Oxfam for people living in poverty
Role Purpose
In collaboration with Oxfam staff and partners, lead, coordinate and manage all of Oxfam’s global and national influencing work on inequalities related to Tunisia. This includes overseeing and managing policy, advocacy, campaigns and media and comms work . The position holder is part of the Tunisia Country Management Team (CMT) and Programme Management Team (PMT).
Job Purpose – Key Responsibilities and Accountabilities
KEY RESPONSIBILITIES:
- Influencing: lead the development of, update and implement with other Oxfam affiliates the influencing strategy and action plans for Tunisia, analysing power relations and identifying advocacy opportunities. Integrate all elements of influencing, both global and national-level – campaigns, policy, media/communications – into one vision of work. Manage risks associated with the implementation of Oxfam’s advocacy strategy and action plan;
- Policy advice & development: Within the agreed Oxfam country strategy, coordinate the policy efforts in producing policy documents especially around the inequality workstream of Oxfam in Tunisia. Source adequate support within the Oxfam confederation to develop policy documents. Support the Country Director and others as relevant with policy advice;
- Media and Communication: within the agreed media and comms strategy support the Media Lead to deliver quality media and communication products, both external as well as internal to Oxfam and its back-donors.
- Strategic steer & coordination: provide influencing advice and direction to Oxfam in Tunisia’s team ensuring a good and productive collaboration within the Influencing team and with Oxfam programs ; coordinate with the wider Oxfam confederation on the Enough, Even it Up and other Oxfam global campaigns as relevant, feeding in Tunisia inputs to global advocacy as needed; Support the Country Director and country team to develop a national influencing strategy, especially around the overall Inequality agenda in Tunisia. Support in coordinating the internal sign-off process on all Tunisia influencing products, including media and comms. ;
- One program: work closely with Programme staff to ensure strategic influencing at both global and national levels, including supporting the Media and Communications Lead to work with programme colleagues to deliver their products to the highest standards and support influencing staff with technical advice in relation to policy, advocacy and campaign components in projects. Support the programme leads to ensure adequate input into national influencing components of project proposal design, budgets and reporting to donors.
- Fundraising: lead on proposal development if requested when the focus is on campaigning and advocacy, and ensure influencing components are included in project proposals. Support the Business Development Manager as requested on donor engagement for Tunisia.
- Cooperation with Oxfam partners and stakeholders and representation: As needed, advise, liaise with and/or facilitate advice to a diverse network of Oxfam partner organisations in their advocacy efforts and contribute to strengthening the link between Oxfam advocacy and the programs of partners; Engage with external stakeholders, allies and officials and represent Oxfam as required by the Country Director
- Information management: Ensure Tunisia advocacy documents are made accessible on Oxfam intranet and shared appropriately within and outside Oxfam;
- Brand and program security: Liaise with program staff and affiliates to ensure proper risk management and ensure project/program proposals and activities are in line with branding and security guidelines.
- Annual planning process: Contribute to Oxfam’s internal annual and/or quarterly planning and reporting as part of the Country Management Team;
- Staff management: Manage the influencing team, including direct management of 3 team members on a day to day to basis, performing HR tasks such as work meetings, performance interviews, accepting reports of absence and recovery and passing them on to HR, meetings on frequent absence, co-ordinating and advising on the recruitment and selection procedure.
- Staff Resourcing: Work closely with relevant programme and support staff to ensure that the influencing department is adequately resourced.
