USAID Middle East & North Africa Institutional Support Contract – Task Order 10 Tunisia 

 

TITLE:  Administration Specialist Consultant

DURATION OF CONTRACT: o/a September 18, 2023 – November 17, 2023 (60 LOE days)

LOCATION:  Tunis, Tunisia

SUPERVISOR:  HO Program Manager 

 

Project Background:

DT Global is currently implementing Task Order 10 in Tunis, Tunisia under USAID Middle East & North Africa Institutional Support Contract, as a subcontractor to the Prime XL Associates (XLA). Under this Task Order, DT Global operates a large office space in Tunis with capacity for 40 people to support USAID/ Tunisia and Libya Missions in hosting meetings and events. We provide an office operations team and technical staff to support both missions in various fields, such as: Governance and stabilization, and economic growth. The period of performance is August 7, 2020, to November 17, 2023. DT Global is seeking an Administrative Specialist Consultant to provide short-term, temporary logistical and general administrative support during the closeout period of the project. 

Position Summary:

The Administration Specialist Consultant based in Tunis, Tunisia, is part of the Operations and Finance Platform and will report directly to the Office Manager and the Home Office (HO) Program Manager. The Administration Assistant’s primary role is to support the Office Manager and other team members as they work to implement program activities and closeout the Tunis office. As well as, coordinating closely with personnel of both USAID/Tunisia Mission and USAID/Libya Mission. 

Duties and Responsibilities:

  • Support the Office Manager in daily office management, including logistical, administrative and finance support; 
  • Assist with logistical and administrative aspects of the project, including travel arrangements, and logistics for meetings and events, and coordinating with IT contractors; 
  • Assist with inventory checks and the disposition process of equipment during the closeout, ensuring office items are as per the approved inventory lists and coordinating with beneficiaries and staff on handover of equipment in accordance with disposition plan, DT Global policies and USAID regulations; 
  • Coordinate logistics for foreign staff, including lodging, visas, and work permits, supporting the demobilization of expat staff and working closely with DT Global’s lawyers;
  • Assist with the procurement process as needed including seeking quotations, clarifying specifications, and negotiating terms of payment; ensuring that all procurement processes are performed and completed in a timely, accurate manner and according to the highest level of integrity and transparency; 
  • Support the Office Manager in preparing social security, income tax, and health insurance forms/documents and liaise with the relevant Tunisian departments and ministries as necessary, in close coordination with DT Global’s lawyers; 
  • Ensure compliance with USAID regulation and procedures for all program procurements and logistic; 
  • Other tasks as assigned by supervisor.

 

Education and certifications: 

  • Secondary school diploma is required.
  • Additional technical or college education is desirable. 

 

Key Position Competencies and Experience:

  • Minimum of one to three years of relevant experience.  
  • Experience working in an operations management capacity on projects of a similar scale and scope, including experience in US Government policies and procedures, particularly with regards to logistics, systems, HR management, and administration.
  • Good interpersonal and communications skills are required. 
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions including international and local NGOs, governmental entities, support organizations, and the general public.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that communicates the established message of the program.
  • Good working knowledge of Microsoft Office (Word, Excel, PowerPoint) is required. 
  • Fluency in written and spoken English and Arabic required and capacity in written and spoken French is desirable.
