Project Background

 

Navigating the energy transition is a key pilar of NRGI’s strategy for 2020-2025. Our aim is to support resource-rich countries to advance rather than hinder the transition to cleaner energy and to help those countries rich in strategic minerals to not replicate mis-governance in that subsector. To better support energy transition initiatives in Tunisia, we intend to assess the local context and strategies related to energy transition and deployment of renewable energy to identify key governance priorities that will help us deign an effective country program. 

To that end, we are hiring an independent expert to map actors and governance priorities in energy transition to support our energy transition strategy in Tunisia. The produced report should help in the identification of governance challenges and the barriers to the advancement of national energy transition plans. It will be a basis for our programming related to energy transition, in terms of designing technical assistance programs for policy makers or supporting advocacy efforts among civil society organizations. Hence, the product will be used to build our internal capacity as well as the capacity of our partners.

Purpose of the Call

 

NRGI is looking for an experienced expert to prepare an internal report on energy transition policies in Tunisia. The report will be addressing these issues:

  • Presenting an overview regarding the renewable energy sector in Tunisia (what are the current/potential sources….) including the legal and institutional framework regarding renewable energies.
  • The status of critical minerals in Tunisia.
  •  Mapping the actors that are playing role in advancing energy transition policies, such as government entities, public enterprises, civil society organizations, unions, the private sector, the roles that they play and their interests and positions regarding the energy transition in Tunisia ….
  • Identifying the main governance issues and barriers that are hindering the progress of energy transition programs in Tunisia. 
  • Recommendations for NRGI on how to build on its expertise and experience to advance energy transition programs in Tunisia.

Consultancy Responsibilities and Deliverables

 

The expert will be guided by NRGI to deliver the following:

  • An internal report summarizing the above objectives to be prepared by the end of September 2022.
  • Delivering Training materials (PPT presentation) for civil society organizations 
  • Facilitating 3-day workshops with Civil society organizations that are based in the south of Tunisia  

 

Qualifications

 

It is expected that the expert will possess the following qualifications:

  • Graduate degree in a relevant field.
  • At least 10 years’ professional experience, of which at least 5 should be in the energy sector
  • Demonstrated experience in capacity development 
  • Decent research and drafting skills
  • Experience collaborating with civil society organizations 
  • Attention to detail; ability to meet deadlines.
  • Fluency in Arabic and French required.
