Title: Activity Funds Manager 

Length of Assignment: Long-Term 

Reports to: Activity Funds Director 

BACKGROUND 

The USAID-funded Visit Tunisia Activity is a 5-year project designed to enhance Tunisia’s  tourism potential, with the goal of generating revenue and jobs, particularly for women and  youth, and for populations in underserved regions of the country. The overall vision behind  USAID’s investment in Tunisia’s tourism sector is to capitalize on Tunisia’s natural, cultural,  

heritage and historical sites to develop a more diversified and high-quality tourism sector that  contributes to broad-based economic growth. Through this activity, USAID seeks to contribute  to Tunisia’s growth and development to offset the negative economic impact of the coronavirus  crisis. The project will seek to achieve the following four objectives: 

  • Objective 1: Enhance Tunisia’s competitiveness as a tourism destination; 
  • Objective 2: Increase tourism-related investments and revenue; 
  • Objective 3: Improve the enabling environment for sustained growth in the tourism sector;  Objective 4: Private sector engagement to expand the offer and quality of alternative tourism. 

This project will collaborate with the relevant ministries, private sector, and donors to advance  the objectives while contributing to the following high-level results:  

  1. Increase in the number of tourists.  
  2. Increase in the number of jobs in the tourism sector.  
  3. Increase in tourism revenue.  
  4. Increase in private sector-led investment and innovation in the tourism sector.  

POSITION DESCRIPTION 

The Activity Funds Manager will be responsible for the daily oversite and monitoring of  contractual and administrative implementation of two of Visit Tunisia’s three technical fund  pools – the Project Fund and Grants Fund – which together constitute $15 million. S/he will also  collaborate with the Infrastructure Fund Manager who will provide oversight and management of  the project’s third fund – the Infrastructure Fund – to ensure close collaboration on use of the  project’s three funds. S/he will support the technical team to design and implement grants and  subcontracts in accordance with the project’s technical objectives, reporting to the Activity  Funds Director who will provide management and leadership over the deployment of these  technical resources. S/he will work with a wide range of tourism partners, including private 

sector firms, industry associations, ministries and other government agencies, non-governmental  organizations, and other entities. S/he will ensure compliance with USAID rules and regulations for procurements and subcontracts, as well as ADS 303 governing grants and ensure grant  solicitations, grant agreements, and negotiation memos are drafted in accordance with  Chemonics’ policies, procedures, and best practices. The Activity Funds Manager will  coordinate closely with technical staff and the regionally-based partner engagement specialists,  who are responsible for identifying Fund opportunities and who will serve as the project’s liaison  with tourism partners in the target regions.  

DETAILED RESPONSIBILITIES  

  • Responsible for the contractual and administrative management, implementation, and  close-out of all subcontracts, procurements, and grant activities under Visit Tunisia’s four  components. The Activity Funds Manager will be responsible for leading the drafting of  solicitations for competition and managing the competitive process for the Grants Fund  and Project Fund activities.  
  • Establish and revise, as deemed necessary, the systems and procedures for grant and  subcontract agreement execution (from solicitation to award, implementation, payments  and close out), and provides appropriate guidance and training to technical specialists to foster clear understanding of the grant and subcontract procedures, and of their roles and  responsibilities on the implementation and management of technical activities under these  Funds; 
  • Organizes and serves on Selection Committee (SC) meetings as required to review and  approve grant and subcontract/procurement activities.  
  • Responsible for organizing and tracking activity documentation, including proper file  management, in compliance with Chemonics procedures and USAID rules and 

regulations 

  • Supported by the Activity Funds Assistant(s), lead the execution of grant and subcontract  documents, and serve as a primary point of contact on all matters relating to compliance  and agreement management.  
  • Responsible for the monitoring of agreement budgets to ensure availability of funds; For in-kind support under grants, determine the most reasonable, fair and expeditious  procurement option for each item procured, in compliance with Chemonics and USAID  policies and procedures, and the Visit Tunisia Grants Manual. Monitors contracts and  purchase orders issued to vendors to ensure compliance to terms and conditions. 
  • Review solicitation applications, evaluate the cost application for cost realism and cost  effectiveness, finalizes award documents, and manage and monitor the approvals; 
  • Review and analyze budget estimates for reasonableness, and consistency; 
  • Perform pre-award determinations of applicant management and technical capacities to  administer grant awards responsibly and advises on how to enhance recipient  

capabilities as necessary and appropriate; 

  • Review how the grantees manage procurement, source, origin, inventory, care,  

maintenance and disposition of grant purchased equipment, and assists in improving  their processes, as necessary;

  • Develop trainings for technical team, especially regional partner engagement specialists,  on management of Funds activities and build capacity in grants and subcontracts lifecycle management. 
  • Perform other project duties as assigned by the Activity Funds Director. 

QUALIFICATIONS 

  • B.A. or M.A. degree in public administration, international relations, business, finance,  or relevant field. 
  • Strong analytical skills and attention to detail required 
  • Detailed knowledge of grants and subcontract lifecycles, including  

solicitation/competition, implementation and management, and closeout, as well as  

financial management and budgeting for USAID or Donor projects, including USG  regulations for compliance and oversight; 

  • Experience supervising staff and collaborating with technical teams to achieve program  objectives 
  • At least 5 years of progressively responsible procurement, subcontracts, and grants  management experience in terms of the job tasks and responsibilities outlined above. Minimum two years’ experience with a USAID-funded project is strongly preferred. Experience with ADS 303 and implementing USAID grants programs is strongly preferred. Fluent English, Arabic, and French is required 

REPORTING:  

The Activity Funds Manager will report to the Activity Funds Director and will directly  supervise the Activity Funds Assistant(s).  

LEVEL OF EFFORT AND PERIOD OF PERFORMANCE 

This position is long-term, on a full-time basis. 

LOCATION OF THE ASSIGNMENT  

This assignment will be based in Tunis, Tunisia with potential travel to regional locations  pending project needs. The office maintains a five-day work week. Overtime is not authorized.
