Position: Activity Coordinator – Protection officer 

Duty station: Medenine (with regular missions to Zarzis and Tunis)

Report to: Programme Coordinator (functional) and Protection Coordinator (technical)

Supervision: Community volunteers

Coordinate with: Support departments (logs, finance, HR, MEAL)

Status: Full time

Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, and respect for diversity and coexistence, paying special attention to the most vulnerable and unprotected people.

 

Purpose/Objectives:

With the support and supervision of the Programme Coordinator and the Protection Coordinator and in coordination with the support departments (logs and fin in particular), the Activity Coordinator – Protection Officer is responsible for the overall implementation and technical quality of the project activities in the project  location (in the service centre (SC) and outreach) and for the supervision of the community volunteers in accordance with relevant minimum standards and guiding principles. 

He/she liaise and collaborate with local stakeholders and prioritise the safety and security of beneficiaries and staff.

 

Responsibilities/duties:

Project Management:

  • Ensure proper management of activities to be conducted in the project locations (in SC and outreach) and ensure all arrangements are taken for activities to be carried out in the centre.
  • Coordinate with Logistics to guarantee proper provision of needed supplies, cleaning materials, storage capacity, etc. 
  • Organize weekly/monthly meetings to plan activities with the Programme Coordinator and the project team, as well as regular meetings with support teams.
  • Flag operational constraints to the Programme Coordinator in a timely manner and suggest suitable solutions, with risk assessment analysis and cost analysis.
  • Ensure a proper, clean and safe (including in terms of protection of data/confidentiality) environment for beneficiaries’ and staff.

 

Protection technical activities:

  • Provides technical guidance, training and supervision to the project staff and volunteers.
  • Keep close oversight of the individual case management (ICM) service package (overseen by INTERSOS protection coordination for Libya/Tunisia mission)
  • Ensure CSO/local partner relations 
  • Lead the coordination with other stakeholders and agencies for referrals and follow-up.
  • Prepare monthly report protection monitoring reports on the status of migrants and refugees in the area of intervention
  • Ensure mainstreaming of protection and accountability principles 
  • Upon request participate in Tunisian mixed migration platforms

 

Human Resources management:

  • Support HR department to ensure the follow of HR procedures for all staff.
  • Ensure daily supervision of support staff operating in the SC.
  • Support HR department in ensuring the team is working effectively together and report immediately on HR related issues.
  • Ensure team members get equal/sufficient/relevant/timely training opportunities offered, including induction, refresher, technical trainings, in coordination with relevant support departments and/or technical coordinators/officers.
  • Ensure timely dissemination of relevant information from SMT+ to field team in order to ensure accountability and transparency.

 

Finance:

  • In coordination with the projectstaff and Logs department, ensure that a MONTHLY expenditure planning is prepared and timely delivered to the Programme Coordinator including expected costs for:
  • Office running costs of the SC (cleaning services and material, stationary, maintenance, equipment, IT, security and safety, Human resources etc.). 
  • Cost to deliver/implement activities
  • Manage responsibly the petty cash.
  • Ensure that all other relevant administrative & financial documentation (purchase requests, receipts, invoices) are accurately collected as financial support documents as required. 

 

Logistics:

  • Take responsibility for the proper running of the SC and support the Logistics Department with timely indication of needed procurement related to the project in his/her area of intervention.
  • Send Stock Requests in timely manner, ensure well tracking of stock released and frequent reconciliation with logistics.
  • Stock follow-up and alert in timely manner about estimated quantity needed.
  • Assist the Logistics department in keeping any project office functional and flag operational constraints (access, support depart issues, security and safety) in a timely manner to the Programme Coordinator and Head of Mission).
  • Support and coordinate for the team in planning and arranging the team’s movement on the ground and ensure cost effective use of available resources. Share monthly/weekly movement plans or missions; with Logs and Program Coordinator and Head of Mission, for timely authorization from program, security and safety and budget perspective.
  • Ensure SC is a safe environment and rooms are kept clean at all times.

 

Coordination: 

  • Participate in weekly/monthly coordination meetings for INTERSOS different projects.
  • Meet with other INTERSOS project(s’)’s  staff as required: conduct punctual meetings for sharing ideas, priorities with project(s’)’s teams’ members.
  • Maintain positive coordination and relationships with partners by liaising and collaborating with other INGOs and CSOs when required, and accordingly report back or consult in advance to ensure any communication is accurate and permits follow-up/action if required.
  • Take part, when requested by the supervisors, at the (monthly) coordination meetings with other organizations and stakeholders.
  • Acts as Liaison Officer: Represents INTERSOS in front of local authorities, community leaders and relevant stakeholders, per request and in consultation with HOM and the Program Coordinator.

 

Reporting:

  • Promptly report to and coordinate with the Programme Coordinator and the Head of Mission (if relevant) on any security and safety issue directly affecting or putting at risk INTERSOS beneficiaries, staff and assets, in addition to name and reputation: responsible to fill and submit withing 24 hours full INTERSOS incident report.
  • Provide qualitative & timely weekly and monthly reports to the Programme Coordinator giving a comprehensive overview of the project activities’ progress indicating the challenges and mitigating measures proposed or to be implemented, indicating issues related to HR, and refer to next month’s planning, operational risks management, etc.
  • Ensure timely, qualitative data collection at base/location level per each indicator/activity and monthly review/verification on coherence and logic, before submission of monthly reporting to the Programme Coordinator, and flag promptly any issues related to data management to the Programme Coordinator and the MEAL Manager

 

Other:

  • Ensure continuous clear communication to all beneficiaries on the use and purpose of INTERSOS’ CFM/CRM and INTERSOS service hotlines (posters, one on one explanation, etc.)
  • Commit to participate to any other task in order to achieve INTERSOS’ overall objectives.
  • Always ensure confidentiality and conduct all activities respectfully and sensitively to beneficiaries and staff; including ensuring strict data protection and do not harm principle.
  • Adherence to Humanitarian principles of Neutrality, Impartiality, Independence, and Humanity
  • Clear & timely communications to line management 
  • Full abiding by INTERSOS internal rules and guidelines and respect INTERSOS Charter of Value and Code of Ethics 

 

Qualification/level requirements

 

Minimum requirements

  • Hold an BA in social sciences or other relevant fields;
  • Minimum 4 years of professional experience working within humanitarian/development sector, with CSO or INGO, in senior/team leading or supervisory role;
  • Familiarity with protection and/;
  • Minimum 2 years work experience in individual case management – social-protection services
  • Experience with representation at the area level;
  • Experience in team management, supervision of team and motivation of team;
  • Strong organization, collaboration, representation and negotiation skills;
  • Demonstrated leadership and interpersonal skills;
  • Excellent computer skills (proven computer literacy);
  • Strong understanding of humanitarian principles and protection guidelines.
  • Flexibility in working hours with a solution-oriented approach.
  • Knowledge of the area of responsibility; 
  • Native Arabic – EXCELLENT written and spoken English, French;
