Introduction and Background

USIP works alongside local, national, and international partners to support Libyans promoting stability and reconciliation, demonstrating America’s commitment to peace. Since 2011, the Institute has engaged at the community and national levels to support reconciliation, strengthen the rule of law, and bridge social cleavages through dialogue.

Purpose of the RFP

USIP is seeking an independent contractor to serve as an Activity Coordinator within the Libya Program. He/she will work closely with the Libya program team to ensure the smooth and efficient implementation of the Strengthening Police Capacities to Engage Communities (SPCEC) project activities. The SPCEC project aims to build a strong foundation in communities and strengthen police institutional capacity to partner and problem solve with them. The project seeks to do this through preventing election violence as an entry point for engagement between security actors and communities. The Activity Coordinator will have a bachelor’s degree and at least 2-3 years of demonstrated experience in project activity coordination.

Background and Scope of Work

Through the SPCEC project, USIP is working in close coordination with the Libyan Ministry of Interior to implement initiatives that will build a strong foundation in communities and strengthen police institutional capacity to partner and problem solve with them. The Activity Coordinator will support the implementation of this project’s activities, to include preventing election violence workshops, community-oriented police trainings, and police-community dialogues and post-dialogue initiatives. The Activity Coordinator will work closely with the Acting SPCEC Project Officer and report to the Senior Program Manager.

Activity Implementation Support

  • Coordinate project activities with the Acting SPCEC Project Officer, including managing activity timelines, ensuring timely delivery of activity outputs, and providing liaison support for activity-related procurement and logistics.
  • Organize and participate in project meetings and the planned activities and contribute information and observations from these meetings and activities to the project’s monitoring, evaluation, and learning tools.
  • Communicate with activity partners and stakeholders to ensure that project activities are aligned with project goals and objectives. Communication will always be conducted in a professional and respectful manner.
  • Work with the Acting SPCEC Project Officer to collect activity partners’ documentation, including financial reports, receipts, activity summaries, and monitoring and evaluation tools.

Internal Support

  • Ensure that activity files are organized and maintained in accordance with project guidelines and procedures.
  • Help maintain internal project budget and contract tracking spreadsheets and work with the Acting SPCEC Project Officer and Project Administrative Assistant to keep these internal records up to date.

 To successfully meet this scope of work, the Knowledge Management Assistant will need to meet the following criteria:

  • Bachelor’s degree in business administration, project management, or a related field.
  • At least 3 years of relevant experience in project coordination and management.
  • Excellent organizational and time-management skills.
  • Strong communication and interpersonal skills.
  • Proficiency in Microsoft Office, including Word, Excel, and PowerPoint.
  • Fluency in English and Arabic (written and spoken).
  • Ability to work independently and as part of a team in a fast-paced, dynamic environment.
  • Knowledge of project management software (e.g., Microsoft Project) is a plus.

Level of Effort

This is a full-time (40 hours per week) scope of work. The initial contract will be through August 15, 2023, with the possibility of extension based on performance, program needs, and funding availability.
