ACTED Tunisia/Libya

Since 2011, ACTED has been providing humanitarian aid and has supported civils society and local governance building throughout Libya, from its offices in Tripoli and Benghazi, as well as Tunis. The NGO responds to the humanitarian challenges faced by the country and supports displaced people, who are particularly vulnerable in the current context. Under its Civil Initiatives Libya banner, ACTED is also offering capacity building, grants, and networking opportunities to civil society and local governance actors. Community resilience is further enhanced with the capacity building of social enterprises.

Key Responsibilities

Under the supervision of the Country Logistics Manager, the Logistics Officer is responsible for support to Logistics in ACTED areas of intervention.

Contribute to timely, cost efficient & transparent supply chain management in Tunisia and Libya:

Procurement Tasks (50%)

  • Ensure that ACTED procurement guidelines are applied at all times for all procurements assigned by the Country Logistics Manager.
  • Contribute to maintain the national supplier database up to date & to build a strategic view of sourcing in the area
  • Support the design of budgets by checking main unit prices as well as maintaining an up-to-date knowledge of running costs
  • Contribute to the implementation of the procurement plan for every project, in close coordination with the CLM, taking into consideration project constraints, donors & ACTED procurement guidelines, and any other specifics.
  • Contribute to coordinate procurement with capital & other field offices logistics in & program staff both in Tunisia and Libya. Anticipate procurement risks such as tender failure, delivery planning, seasonality, budget restrictions, custom clearance, etc., and liaise efficiently with other departments and the CLM to mitigate such risks. Major risks identified should be directly raised to the CLM promptly.
  • Ensure the timely implementation of procurements under his/her responsibility in full compliance with ACTED logistics procedures, in particular procurement scenarios & level of authorizations. follow-up selection & contract signature according to level of authorizations
  • Contribute to maintain framework contracts for running supplies/services/works in alignment with ACTED procurement guidelines; ensure constant availability of running supplies/services/works such as fuel, stationery, transportation means, etc
  • Apply the value for money principle throughout the procurement process by implementing sound suppliers/service providers/contractors offers comparison, physical quality check, search for the best prices, etc.
  • Support the efficient & exhaustive circulation, filing & archiving of procurement documentation as detailed in ACTED logistics manual (tender documents, contracts, quotations, etc.)
  • Coordinate with all internal stakeholders to ensure the storage of archives of classified/declassified documents are properly in place.

Global Logistics tasks (50%)

  • Liaise efficiently with suppliers for timely deliveries in particular, or efficient solving of any unexpected issue
  • Support efficient planning for deliveries to the project teams, and Contribute to maintain a regular information toward Project Managers about their stock levels & expected lead-times
  • Ensure that ACTED stocks & delivery guidelines are applied in the area at all times.
  • Organize ACTED events, including staff travel and accommodation, team events, partner workshops, etc.
  • Ensure that the logistical support and administrative services for the running of the office are provided and maintained in an efficient and effective way according to the set standards and procedures.
  • Ensure proper asset management as per ACTED guidelines
  • Ensure smooth premises management in Tunisia for international and visiting Libya Staff.
  • Ensure communication planning & all IT management under the supervision of the CLM.
  • Book air tickets and arrange staff travels. Support office logistics for stationery, food and beverage as required by the office.
  • Arrange for the execution of all office running costs.
  • In coordination with the Logistics Assistant and visitors, handle logistical arrangements for visits (find and book suitable venue if required, flight bookings, hotel reservation, and visa requirements)
  • Keep an up-to-date monitoring sheet for loaning of office equipment, subscriptions, etc and ensures that all office equipment are well maintained.

Ensure compliance to ACTED & donors’ procedures in all logistics operations under his/her responsibility and actively promote logistics procedures.

Commit to the humanitarian principles of strict neutrality, religious and political impartiality and non-discrimination

Critères d'éligibilité

  • Bachelor’s degree in business administration (BA), logistics, supply chain, international relations or similar empirical knowledge,
  • 1-3 years of professional experience in similar functions,
  • Very good computer literacy especially Excel,
  • Excellent written and spoken English, French, and Arabic (English is essential),
  • Good working knowledge on procedures, systems and practices in office management,
  • Excellent communication and interpersonal skills with a capacity to work in a multicultural, environment and proven ability to be flexible in demanding situations
  • Strong interpersonal and service-oriented skills,
  • Ability to handle multiple priorities and aptitude to learn quickly,
  • Ability to work under pressure and preparedness to work long hours if needed,
  • Confidence to work alone but to judge when help is needed or there is an opportunity to share learning,
  • High level of integrity and accountability,
  • A team player, who works well in a multi-cultural environment, communicates readily and shares learning with colleagues and partners
  • Commitment to ACTED’s values and ways of working and to ACTED's objectives to promote gender equity and diversity and the interests of marginalized people in all aspects of its actions
  • Financial skills are a plus.
