The USAID-funded Visit Tunisia Activity is a 5-year project designed to enhance Tunisia’s tourism potential, with the goal of generating revenue and jobs, particularly for women and youth, and for populations in underserved regions of the country. The overall vision behind USAID’s investment in Tunisia’s tourism sector is to capitalize on Tunisia’s natural, cultural, heritage and historical sites to develop a more diversified and high-quality tourism sector that contributes to broad-based economic growth. Through this activity, USAID seeks to contribute to Tunisia’s growth and development to offset the negative economic impact of the coronavirus crisis. The project will seek to achieve the following four objectives:
- Objective 1: Enhance Tunisia’s competitiveness as a tourism destination;
- Objective 2: Increase tourism-related investments and revenue;
- Objective 3: Improve the enabling environment for sustained growth in the tourism sector;
- Objective 4: Private sector engagement to expand the offer and quality of alternative tourism.
This project will collaborate with the relevant ministries, private sector, and donors to advance the objectives while contributing to the following high-level results:
- Increase in the number of tourists.
- Increase in the number of jobs in the tourism sector.
- Increase in tourism revenue.
- Increase in private sector-led investment and innovation in the tourism sector.
The Accountant will be responsible for assisting in all aspects of the project accounting and financial management. He/she oversees the processing of accounting transactions according to the general principles of accounting and adheres to the project’s policies and procedures.
- DETAILED RESPONSIBILITIES
- Review and process all financial transactions with all supporting documents.
- Review all vendor invoices, leases, and subcontractor invoices and ensure that all supporting documents are provided corresponding to the standard and regulation
- Prepare a monthly bank reconciliation report, for both bank accounts TND/USD.
- Review Expenses Reports of employees along with the supporting documentation and accuracy for expenses entered.
- Liaise with the accounting firm on monthly basis to ensure accuracy of local books comparing to project records.
- Prepare VAT approval reports to ensure accuracy and compliance, as needed.
- Ensure all transactions are in compliance with USAID rules and regulations and the Government of Tunisia regulations. Facilitate provision of information and documentation during audits.
- Prepare GL cost analysis when requested by Operations & Finance Director, PMU or FAST team.
- Responsible of Financial filing system, electronic and physical files as per Chemonics’ standards.
- Undertake other duties as assigned by supervisor.
- Bachelor’s degree, preferred in Finance, Accounting, or another related field.
- Minimum of 5 years’ experience of progressive experience in financial and accounting role.
- Ability to multi-task and communicate effectively in a cross-cultural environment
- Demonstrated experience in accounting day to day tasks and in preparing financial reports.
- Strong knowledge of Tunisia’s financial/tax/legal requirements strongly preferred
- Demonstrated working knowledge of accounting systems and software applications
- Ability to work independently with minimal supervision, prioritize multiple work assignments in an extremely fast-paced environment, meet deadlines, and to exercise good, professional judgment that communicates the established message of the program
- Excellent interpersonal, attention to details, and communications skills.
- Demonstrated working knowledge of MS Word, MS Excel, and other basic computer applications.
- Fluent English and French required; fluent Arabic is a plus.
The Accountant will report to the Finance Manager.

This position is long-term, on a full-time basis.
- LOCATION OF THE ASSIGNMENT
This assignment will be based in Tunis, Tunisia with potential teleworking based on the COVID-19 situation in Tunisia and ability to join the office.
The office maintains a five-day work week. Overtime is not authorized.
