Background

TADAEEM project is implementing USAID’s Tunisia Accountability, Decentralization and Effective Municipalities. This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. TADAEEM’S team, along with a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 10 provinces, 30 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country.

Objectives

The Program Officer will work under Objective 1 of the project, towards the inclusion of citizens and CSOs recommendations in Got decisions.

Specific Tasks

• Coordinate and provide technical guidance and support to CSOs specialist in TADAEEM regional teams;
• In collaboration with the team leader, develop strategy and selection criteria for all sub-grants to CSOs in the region.
• Manages data related to CSOs, citizen perception survey and report analysis
• In coordination with the team leader, develop the methodology and the training material for CSOs
• Coordinate with the different sub-contractors and the regional teams the implementation of activities
• Contribute to the development of service development improvement plans for municipal services
• Coordinate the administrative and logistical preparation activities such as conferences, workshops, seminars, and meetings, etc
• Provide required assistance and coordination with civil society partners, local and regional authorities, private sector…
• Coordinate the collection of reports from all activities carried out in the regions and weekly/monthly reports
• Provide expertise, mentor and coach sub-grantees to ensure quality implementation;
• Animation and facilitation of seminars, meetings between local authorities and CSOs
