Position Title: Project Manager

Location: Tunis (TAMSS Headquarter)

Reports to: Head of Programming

Supervisory Responsibilities: Project Officer, Finance Officer, Administrative Officer

Background/Job Summary:

The Project Manager (PM) position serves as the main contact person between the Head of Programming (HoP) and local and international partners/field officers. The PM will be responsible for the project management and will work as part of a project team led by the Head of Programs, and maintaining relationships with the other program staff.

Physical Requirements/Working Environment:

He will be based at Tunis and he will be available to travel within and outside Tunisia

Job Responsibility:

1. He will coordinate project planning management and monitoring in coordination with TAMSS project team;

2. Manage the relevant project budget and provide monthly budget comparison report analysis on project spending and life of project projected spending;

3. Contribute to project liquidation in coordination with finance;

4. Review and approve liquidation reports and local implementing partner advances;

5. Facilitate, organize and support project activities including research, capacity building, awareness raising, training and regular partner/project monitoring;

6. Establish and maintain excellent collaborative working relationships with local partners;

7. Mediate as necessary among local actors during project life;

8. Report project concerns/questions/requests/challenges in a responsive and timely manner;

9. Work with local partners to find solutions and methodologies to overcome project challenges;

10. Provide technical assistance to local partner, as needed;

11. Monitor activities, including financial monitoring;

12. Timely budget and narrative reporting to the Head of Programs as per reporting schedule;

13. Coordinate with country-based staff on local-level activities in support of the project, including seminars, trainings and conferences;

14. Advise management about issues affecting project implementation, or key local issues affecting future project developments;

15. Participate in project design and proposal writing for new projects including budgeting

16. Occasionally represent TAMSS at project milestone events together with the HoP and President.

17. Occasionally represent TAMSS and the project to various internal audiences in relevant local offices;

18. Seek, establish and maintain external relationships that will be beneficial to the project;

19. Occasionally host donor representatives or TAMSS visitors;

20. Work and Support other Project Managers and officers as needed;

21. Directly supervise relevant Project Officers;

22. Build the capacity of project officers to support and work with local partners;

23. Work with project officers to develop performance objectives plans

24. Collaborate with other division managers to ensure sound communication with partners and project activities are implemented in all its cycles

25. Participate in appropriate meetings with other implementing NGOs/ Government agencies and institutions;

26. Maintain project documentation from the field and from local partners;

27. Follow-up and strengthen the project Monitoring and Evaluation plan

28. Take part in regular team meetings, program and staff meetings;

29. Actively participate in the design and implementation of TAMSS projects;

30. Participate in information sharing and transferring skills and knowledge to other TAMSS staff.

5. Able to prioritize work, multi-task, and meet deadlines.

Key Working Relationships:

Internal: TAMSS’ staff (Procurement/logistics, Administration, Temporary staff, Head of Programming, President)

External: Local partner field officers, local partner program managers, other implementing NGOs as needed

Critères d'éligibilité

  • Work with development programs;
  • Excellent writing and communication skills in both English and French languages;
  • Strong cross-cultural skills and experience working with people from different ethnic/cultural backgrounds;
  • Demonstrated capacities to establish and maintain strong, collaborative working relationships with donors, government officials, local organizations, communities and other stakeholders;
  • Ability to work with a diverse number of local implementing partners including strong partner capacity building skills;
  • Proven ability to multi-task and meet deadlines;
  • Must be able to work independently and represent TAMSS;
  • Proven ability to develop proposals and write reports meeting donor requirements;
  • Proficiency in computer applications (MS Word, Excel);
  • Driving license and a car are desirable.
