Background

USAID’s Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) works in 11 governorates, 31 adjacent municipalities, and has four Hub offices: Gabes, Kairouan, Kef and Tozeur. TADAEEM aims to improve service delivery on the municipal level. The project seeks to recruit Municipal Focal Points for each Hub.

Objectives and Responsibilities:

The Service Delivery Improvement Specialist (SDIS) shall operate at the national level providing support to and working closely with regional teams to ensure interregional/intermunicipal exchange on technical best practices and lessons learned for enhancing the technical value chain of delivered services.  The SDIS shall also provide support and engage with specialized experts and regional teams on the identification, diagnostic and the development of interventions to address technical problems in the performance of specific facilities. The SDIS shall accumulate a broader understanding of such projects and of the broader context (national and local) within which such projects are structured and implemented.  The SDIS shall facilitate horizontal exchange between TADAEEM municipalities and regions as well as vertical interaction between both tiers and the central level with a particular focus on matters related to the technical aspects of the service delivery value chains.

Specific Tasks and Deliverables:

The SDIS shall perform the following tasks:

  • Work with specialized service delivery experts and the TADAEEM Service Delivery Specialists at the regional level to document the structure and stages of the service delivery value chains of prioritized services at the municipal or regional level. This effort will also focus on identifying and assessing gaps, weaknesses or other shortcomings that undermine the quality, coverage, consistency and responsiveness of delivered services.
  • Engage fully in the articulation of Service Delivery Improvement Programs (SDIPs), playing a support role to Regional Teams and their SDS with a primary focus on introducing the broader understanding of such systems and reflecting the variation in their characteristics as a result of context.
  • Ensure consistency in the quality of SDIPs and in their coherence and actionability and play a quality control role in their finalization;
  • Develop an in-depth understanding of standards, structures and operational models of projects or facilities that fall under the mandate of municipalities and engage specialized technical experts in their assessment and the development of interventions for addressing shortcomings in their performance;
  • The identification of actors at the national level that are intervening technically to improve priority services or to enhance the performance of municipal facilities or projects. Engage in outreach to such actors to explore options for leveraging their interventions in support of the implementation of the SDIPs or Project-focused interventions initiated by TADAEEM at the local level;
  • Support the coordinated implementation of SDIPs and Projects and monitor progress made, identify broad inter-municipal and inter-regional challenges and track impact and consolidate to inform follow-up action as needed;

Reporting Structure and Coordination:

The SDS shall report to the Objective 2 Leadand a second reporting line to the Senior Governance Advisor. The SDIS shall work closely and in an integrated manner with other Tunis based specialists focusing on citizen engagement, institutional and administrative support functions as well as inter-governmental relations and overall service sector structure analysis.

Place of Performance:

The SDIS shall be based at the Tunis Office and shall interface with national entities that are of relevance to the development of service delivery value chains. S/he will be required to also work at the regional municipal level (60% of time) in close partnership with SDSs.

 

Critères d'éligibilité

  • The SDIS should ideally hold a graduate degree in systems engineering, urban planning or other systems diagnostic and development disciplines.
  • Specialized academic or practical experience in the technical to apply it to the service delivery value chains of other sectors
  • Ability to contribute substantively to the aspects of specific service sectors would be valuable especially if such experience enables the incumbent development of technical diagnostic reports and intervention programs is a requirement and solid command of Arabic and French is a core requirement and an intermediate ability in English would be seen as an asset
