Background:

Social Impact (SI) is a Washington, DC-area international development management consulting firm. We provide a full range of innovative program evaluation, management consulting, technical assistance, and training services to strengthen international development programs, organizations and policies. Our global services are in the areas of democracy and governance, health and education, agriculture, the environment, and economic growth.

Objective:

The U.S. Department of State is intending to conduct an outcome-based evaluation of the Bureau of Democracy, Human Rights, and Labor (DRL)’s programs in the informal economy. These programs focus on extending legal protections to vulnerable workers in informal employment, developing context-specific formalization mechanisms, and raising awareness and advocating for labor rights of informal economy workers. This evaluation will determine where DRL’s informal economy programs have produced intended outcomes and which interventions have been most effective. With an estimated level of effort of 25 days, the Tunisian Local Evaluation Consultant will be responsible for assisting the evaluation of the DRL project titled Social and Economic Inclusion of the Informal Sector, which had three main objectives: 1) improve the Tunisian government’s ability to measure the informal labor force in order to raise awareness of its contributions and conditions, 2) increase the capacity of 100 informal workers and their representative organizations, and 3) increase the government’s capacity to create mechanisms and policies that encourage formalization and improve services to informal workers.

Responsibilities and Tasks:

This position will have the following responsibilities:

Participating in the evaluation design including the development of instruments and methods;
Arranging meetings and site visits;
Translating all communication not in English;
Assisting with data collection and initial analysis; and
Conducting any follow-up work required after the senior level consultants have left the field.

 

Critères d'éligibilité

  • Masters degree in a related field
  • A minimum of ten (10) years of experience in international development, preferably in work related to evaluating labor programs or programs that focus on the informal economy
  • Experience with foreign assistance as a means to support labor rights agendas
  • Experience with social science research methodology
  • Deep knowledge of the country and culture, labor rights issues, the civil society community, and foreign assistance
  • Must be currently residing in Tunisia and be fluent in both the local language (Tunisian Arabic and/or Tunisian French) and English
