Search in Tunisia
Search’s mission in Tunisia is to promote the culture of dialogue and diversity through the involvement of
all parts of society while building their capacities. Search works in Tunisia to help members of Tunisian
society to address conflicts and differences constructively through cooperation and dialogue. SearchTunisia
works across multiple channels, mainly with youth, CSOs, media actors, security forces, and local
authorities to build the capacity of individuals and institutions to address challenges including differences
and acting on common points. Through this approach and partnerships, Search-Tunisia has four main
strategic objectives: (i) Promoting Peace Education; (ii) Fostering non-violent social dialogue; (iii)
Enhancing participatory and inclusive governance; and (vi) Transforming Violent Extremism in Tunisia.

We are searching for…
Search is currently recruiting for the position of Team Leader for the USAID Ma3an program, which
Search is implementing in partnership with FHI360. The Ma3an program will increase the capacity of
communities to withstand political, social, and economic stresses and shocks by achieving the objectives
of: 1) strengthened community resilience, 2) mitigated community vulnerabilities, and 3) improved
capacity of Tunisian partners to sustain and replicate the model. Ma3an will spur 30 of Tunisia’s most
vulnerable communities to action and generate sustainable resources for development in areas that are
vulnerable to instability and violence. Together with USAID/Tunisia’s programs in accountability,
decentralization, and youth entrepreneurship (i.e., TADAEEM and Mashrou3i), Ma3an will consolidate
democratic progress while fostering social cohesion in target areas.

Your contribution
The Team Leader will be part of and oversee the technical team directly managed by Search under
Ma3an and s/he will report to the Search Tunisia Country Director, while working in close collaboration
with the Ma3an senior management team (COP, DCOP and STA). The Team Leader will be the ultimate
responsible for managing Search’s Scope of Work under Ma3an, serving as key Search liaison and project focal point between Search and Ma3an senior management, and ensuring that Search delivers
project outputs and outcomes on time and within budget.

The roles and responsibilities include but are not limited to:

  • Manage and coordinate, in consultation with the Search Tunisia Country Director, Search Ma3an’s project team, ensuring achievement of internal and external deliverables under Search’s award, in close coordination with FHI360 and other consortium partners;
  •  Lead the costed work planning for the implementation of all Search’s activities and establish an internal system of checks and balances to ensure the project is meeting its targets and deliverin on implementation requirements;
  • Serve as Search’s primary point of contact and maintain regular written and oral communication with Ma3an senior management team (COP, DCOP, STA, and also MEL Advisor), providing key updates on Search programming, ensuring Search programming aligns with overall Ma3an ,project plan and logic, and cascading key decisions to Search Ma3an staff;
  • Foster clear communication and coordination among staff based in the Search office and Search staff co-located in the Ma3an office, to ensure that Search-led activities are efficiently and effectively implemented;
  • Trouble shoot management and implementation issues on Ma3an activities implemented by Search; in consultation with Search Tunisia Country Director and Ma3an Senior Management team, ensuring rapid resolution of problems that arise;
  •  Take the lead on reporting for Search under Ma3an (including quarterly, annual and final reports), coordinating inputs from all team members and liaising with our MENA and HQ support teams;
  • Assure and organize provision of technical support by Search’s international experts on different Ma3an activities (through in-country visits or at a distance);
  •  Ensure compliance of Search’s Ma3an implementation with Search internal policies and USAID compliance requirements, including on procurement processes, hiring of external consultants etc., in close coordination with Search Tunisia Country Director and Finance Manager;
  • Collaborate with Search Country Director and Ma3an supervisors to carry out annual performance reviews of direct reports: GESI Advisor, School-based Youth Engagement Advisor, Vulnerabilities Mitigation Advisor, Vulnerability and VE Scan Advisor, and Stakeholder Engagement and Partnership Advisor.

The Team Leader will be based in the Search Tunis office but split his/her time between the Search-Tunis
office and the Ma3an project office in Tunis. The split of time will vary according to project needs.”

As job descriptions cannot be exhaustive, the position holder may be required to undertake other
duties that are broadly in line with the above key duties.

Critères d'éligibilité

  • BS/BA or its international equivalent in International relations, Human & social sciences, or a related field; Master's Degree preferred;
  • At least seven years of project management experience, including effective team management, activity coordination, managing project budgets, and ensuring development and delivery of high quality deliverables;
  • Prior experience in programs related to conflict mitigation, PVE/CVE, community development, youth engagement, local governance, or civil society strengthening projects in Tunisia or elsewhere highly desirable;
  • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable;
  • Strong understanding of the political and social context in Tunisia;
  • Fluent in written and oral English and Arabic; French desirable.
  • Excellent coordination, communication (verbal and written) and networking skills
  • Proven ability in team management and staff supervision;
  • Demonstrated people and process management skills;
  • Dynamic leader with creative problem-solving skills, particularly in challenging situations;
  • Excellent interpersonal and networking skills, and the ability to build and conduct effective professional working relationships at all levels, internally and externally;
  • Ability to work through stringent deadlines with attention to detail, and coordinate and compile information from various sources.
  • Strong ability to multi-task and work independently;
  • Flexibility and capacity to adapt to evolving contexts;
  • Cultural sensitivity and adaptability
  • ● Team spirit and ability to collaborate with colleagues in an open and constructive way
