Summary of Position

The DM&E Coordinator will be dedicated to liaising daily with different project coordinators and managers to meet their specific DM&E needs within the SFCG-Tunisia office. The DME Coordinator will be primarily responsible for coordinating the research, design, monitoring and evaluation, and organizational learning efforts of SFCG projects conducted in Tunisia.
The position is located in Tunis, Tunisia and reports directly to the Country Director of SFCG Tunisia. The position holder will also closely work with the regional MENA DME specialist.

Search for Common Ground in Tunisia

Search for Common Ground-Tunisia aims to help members of Tunisian society approach conflicts and differences in a constructive manner, through cooperation and dialogue. SFCG-Tunisia is working through multiple channels to build the capacity of civil society, the media and public institutions to approach challenges through cooperation and dialogue. Search for Common Ground-Tunisia currently includes a team of 20+ staff.

Design, Monitoring &Evaluation (DM&E) Responsibilities

Responsibilities include, but are not limited to:

  • Create and implement project logic frameworks, indicators, targets, data collection tools, M&E plans
  • Provide timely, quality support and coaching to the different project coordinators to meet their specific DM&E needs
  • Contribute to identify and synthesize good practices and lessons learned
  • Coordinate and manage external evaluation contracts and teams
  • Maintain a database to ensure all program outputs and results are accurately recorded and coordinated to inform program staff
  • Assist Project Coordinators in providing monthly and quarterly reports on all activities, outputs and relevant outcome indicators to the Country Director and Institutional Learning Team.
  • Assist with creating an overall Knowledge Management strategy
  • Meet regularly with SFCG Tunisia staff to review progress of projects against project objectives, indicators and deliverables, and give meaningful input and recommendations into the project management and institutional learning;
  • Participate in and contribute towards internal evaluation processes;
  • Work with the Regional DM&E Specialist to provide support and guidance to the different projects in the development and implementation of their M&E work plans;
  • Be directly engaged in the continuing development of the organisation, its mission and its staff, through the sharing of experience and knowledge;
  • Contribute to reporting , design, monitoring and evaluation with new project development and proposal development;
  • Complete all other tasks as required.

Minimum Qualifications

Essential:

  • Minimum of three (3) years of work experience in a civil society or NGO setting
  • At least one (1) years of field-based data collection and analysis experience
  • At least one (1) year of work experience in design, monitoring, and evaluation methodologies
  • Bachelor’s Degree in a related area required (Master’s degree preferred)
  • Knowledge of logical framework and results framework planning and evaluation methodologies, and the ability to coach and train others in their use
  • Excellent interpersonal, intercultural , training and networking skills, as well as the ability to conduct professional relationships
  • Strong commitment to values in data based decision making, transparency, community empowerment, methodological rigor, and program learning
  • High standards of integrity, professionalism, and impartiality
  • Able to work independently and effectively in a team environment
  • Detail-oriented and highly organized, with a proactive approach
  • Ability to multi-task and work to meet tight deadlines
  • Proficient in use of Microsoft Word, PowerPoint, and Excel, as well as web browsers
  • Excellent ability to communicate effectively in Tunisian Arabic, French and English, both verbally and in writing
  • Ability to travel within and outside of Tunisia

Highly Desirable:

  • Prior experience as a trainer
  • Demonstrated technical capacity to provide support and guidance to project staff on design, monitoring and evaluation
  • Demonstrated technical capacity in the design, implementation, and analysis of various data collection tools including interviews, surveys, focus group discussions, and pre/post tests.
  • Demonstrated capacity to coordinate evaluations, including experience developing evaluation terms of reference and recruiting and managing consultants
  • Experience working internationally and specifically in conflict/fragile state environments
  • Knowledge of data analysis software (e.g. SAS, SPSS)
