General Function

The regional accountant support projects in the MENA region. This position is responsible for broad-based financial oversight of the projects including tracking and reporting project expenses and providing projections for the projects. She/he will work closely with the Project Directors/Managers, Business Officer and Headquarters to ensure the projects are compliant at all levels of funders’ rules and regulations. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Responsible for close budget monitoring with the responsibility to alert the Project directors/managers and Business Officer of spending trends that indicate a lack of adherence to budgets.
  • Gathers cyclical spending needs of the projects, coordinates and maintains cash flow forecasting system-based activity needs and ensures the timely submission of wire transfer requests (WTRs), for approval.
  • Oversees banking transactions, including deposits and bank statement collection, wire processing, and the adherence to proper approval procedures, as well as the maintenance of banking files including a list of signatories
  • Arranges for the delivery of funds as required to the various locations.
  • Responsible for cash and bank reconciliations as well as tracking business advances to project staff.
  • Ensures compliance with local regulations in respect of financial and other matters (eg Registration, taxation and labor laws).
  • Reviews sub-grantee financial reports and documentation (vouchers and transactions) and advise on best accounting practice and compliance.
  • Maintains a tracking record for funds disbursed to sub-grantees and review accruals for sub-grantees.
  • Provides Finance and Procurement training to sub-grantees as needed.
  • Responsible for providing the Business Officer and Project Directors/Managers monthly budget projections.
  • Responsible for preparing and record all payments for Jordan office and reviewing all Iraq transactions for the same. This involves writing checks or cash payment receipts and payment vouchers. Attaching relevant supporting documentation for review and approval through workflow process. Ensure all procurement procedures and documentations are in place before processing payments. 
  • Review all financial aspects of finance deliverables including ad-hoc reports, audits reports and statutory reports
  • Verify and validate all documents submitted for payments, before recording invoices.
  • Maintain all vendors- ensuring up to date vetting and updated contact information.
  • Prepare MER (Month End Report) in a timely manner- this includes preparing payroll documentation, acquiring proper payroll related documents, counting cash at the end of the month, Reconciling bank account balances and Vacation accrual balancing.
  • Ensures vouchers are all correctly signed off and that no supporting documentation is missing. Responsible for follow-up and supply of documentation, if required after RPA review.
  • Conducts banking transactions, including depositing and collecting bank statements, processing wires, converting currencies from one account to another. Responsible for cash and bank reconciliations.
  • Maintain Cash register for petty cash account as required for replenishment.
  • Reviews and processes budgets, manages, monitors and liquidates Business Advances to project staff.
  • Review staff payroll.
  • Manages Tax Returns, PAYE, Withholding Taxes, Annual Returns, staff deductions.
  • Ensures compliance with USAID rules and regulations and other relevant donor stipulations for all financial processes.
  • Reconciles credit cards
  • Any other duties that may be assigned by the Business Officer.

Required qualifications:

  • Master studies in relevant field, such as accounting, Finance, or business administration.
  • A minimum of 5 years of accounting experience is required
  • A minimum of 2 years in a managerial position
  • Experience working under minimum supervision
  • Experience working with Tunisian financial/tax/legal requirements, working experience with DRL, USAID and EU funders and familiarity with the rules and regulations or international organizations is preferred
  • Demonstrated working knowledge of accounting systems and software applications, including, MS Word, MS Excel and other project databases
  • Ability to communicate effectively, both verbally and in writing, and to prioritize tasks and meet deadlines consistently
  • Ability to work in a professional and cordial manner with colleagues.
  • Proven ability to prioritize and handle multiple on-going assignments
  • Fluent English is strongly preferred.
