Background

USAID’s Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) works in 11 governorates, 31 adjacent municipalities, and has four Hub offices: Gabes, Kairouan and Tozeur. TADAEEM aims to improve service delivery on the municipal level. The project seeks to recruit Municipal Focal Pointsfor each Hub.

Objectives

The Institutional and Capacity Development Specialist (ICDS) will engage closely throughout the service sector documentation and value chain diagnostic process as well as independently through interaction with municipalities and other service delivery entities and will identify and categorize shortcomings in institutional and organizational structures/arrangements that are impacting the effective delivery of priority services. The ICDS shall also identify human resource capacity gaps that undermine service delivery outputs and shall categorize as relating to back-office administrative support or to service delivery. Supported by service/sector experts and by relevant TADAEEM Tunis team members, the ICDS shall consolidate sector specific as well as back-office institutional, procedural and capacity development intervention packages to be implemented as integral components of service delivery improvement plans and medium-term sector development strategies.

Tasks

Specifically, the ICDS shall undertake the following responsibilities:

  1. Develop an in-depth understanding of the state of development of the institutional and organizational structure of the TADAEEM supported municipalities as well as of de-concentrated service delivery departments of priority (non-municipal) services at the regional level;
  2. Maintain an up-to-date documentation of the availability and quality of operational systems and procedures at the municipal and de-concentrated departments for performing core administrative support and service delivery functions;
  3. Engage in the Sector Documentation/Mapping and Service Value Chain Assessment Processes (To be applied through the PALME Diagnostic Framework) to be conducted on priority services/service sectors and utilize to further elaborate/deepen information under the 2 above tasks;
  4. Through working closely with Sector Experts and TADAEEM HQ Teams, identify gaps or weaknesses in available operating systems and procedures that may be impacting the performance of core support functions and undermine service delivery outputs/outcomes;
  5. With the support of the Sector Experts and TADAEEM HQ Teams, identify gaps or weaknesses in capacity that undermine the performance of core support functions;
  6. Engage on the development of Service Improvement Plans and Sector Development Strategies, focusing primarily on the components targeting institutional, procedural and capacity development and follow-up and support their implementation in coordination with the other regional hub specialists;
  7. Work closely with the Service Delivery, CSO/Citizen Engagement and Intergovernmental Coordination Specialists to ensure an integrated approach and to incorporate relevant inputs from each;
  8. Work with the MEL Officers and the PALME specialist to continuously document improvement in institutional arrangements, procedures and capacities and their administrative support and service delivery outputs;

Reporting Structure and Coordination:

The ICDS shall report to Regional Hub Managers and receive technical guidance from the project’s Objective 1, 2, and 3 Leads that are based in Tunis.

Place of Performance:

The ICDSwill be based at the regional level in either Gabes, Kairouan, or Tozeur and will be expected to travel between municipalities (within TADAEEM Regions).

Qualifications:

The ICDS should ideally hold a bachelor degree in management, business administration or fields related to institutional and human resource development. S/heshall have a minimum of 2-3 years of experience and should possess developed analytical, documentation and observation skills and experience or readiness to work in the field and to interact effectively with field staff. Skill in report writing and documentation would also be a plus.
