Preamble:

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Brief Project Description :

In January 2011, Tunisia became the first country in the Middle East and North Africa (MENA) region to change its autocratic regime through a largely peaceful revolution, paving the way to the region-wide movement that has become known as the “Arab Spring.” Following this historic transformation, an assessment mission was rapidly dispatched to Tunisia by the Office of the High Commissioner for Human Rights. The mission presented the Transitional Government of Tunisia with a number of recommendations on how OHCHR could assist national efforts in the establishment of an open and democratic society. On 13 July 2011, in response to the request by the Government of Tunisia, OHCHR established a Country Office with a full mandate to protect and promote human rights

Organizational Context:

The administrative and logistic assistant will provide administrative and logistic assistance to OHCHR Tunis colleagues to ensure that routine services and activities within the administrative and logistic domain are properly implemented. Subject to the nature of the task/assignment in hand, s/he will receive regular guidance from the Administrative and finance assistant.

As per specific instructions, the incumbent may require liaising with other internal or external entities, to ensure effective delivery of services and achievement of objectives. The nature of certain administrative tasks requires discretion and confidentiality as per OHCHR standards and practices. The incumbent’s workload and the assignments will remain under constant scrutiny and direction of the supervisor.

The administrative and logistic assistant provides support to all local activities s/he has no financial or decisional authority whatsoever.

The incumbent is supervised by a higher level administrative position in the office and receives regular guidance and instructions from the Administrative and finance assistant. S/he maintains regular contact on a working level on routine issues with other sections. The duty of the incumbent is to support the administration and finance section in their daily work.

Description of tasks:
Under the direct supervision of the Administrative and finance assistant the UN Volunteer will undertake the following tasks:

  • Administrative and logistical support
  • Assisting in updating the office inventory
  • Maintaining the office library

a. Effective administrative support, focusing on achievement of the following activities:

  • Assist with drafting of correspondence/ reports
  • Search and retrieve office files, and reproduce documentation and background material for reference and action by the supervisor, as and when required;
  • Following instructions from the supervisor, assist in logistic and administrative arrangements for seminars, workshops, and briefings that may be required
  • Any other responsibility deemed necessary or as delegated by the supervisor in order to meet the level of service required by the organization

b. Effective maintenance of the office library situation, focusing on achievement of the following activities:

  • Creating and updating on a regular base the office library data base Furthermore, UN Volunteers are encouraged to:
  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark the International Day of Vulunteerism);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

 Results/Expected Output:

  • Achievement of tasks mentioned above has an impact on the efficiency and effectiveness of the OHCHR Tunis Administrative section and consequently on project activities and strengthens the capacity of the office to promote the image of UNV as an effective contributor to the development of the country.

Living Conditions:

The UN Volunteer will be based in Tunis which is a family duty station with a wide range of services (health, education and leisure) and good living conditions

Conditions of Service

A 5-month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to TND 975; settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service.

Critères d'éligibilité

  • Completion of a commercial school with certificate/training in Business Administration, Finance, Office Management, Supply Management or other related field.
  • Various training/ internship experiences in administration and/or programme support services
  • Good command of French, English and Arabic (written, read, and spoken).
  • Ability to work individually and as part of a team.
  • Initiative and sound judgment.
  • Nationality: Tunisian
