Financial Officer,Maghreb Office Part-time 80% starting as soon as possible (increase to full time negotiable), Contract until 30 May 2016, renewable depending on funding

Oxfam has been working in the Middle East and North Africa (MENA) region for over five decades and over the past four decades promoting gender equality and supporting women’s right to participate and be represented in governance and decision-making structures and processes. Oxfam’s work in the Maghreb is a multi country program comprising Morocco, Tunisia, Algeria and Libya. It focuses on social and political participation, gender justice and supporting sustainable livelihoods work. Four Oxfam affiliates work in the Maghreb: Oxfam Novib (The Netherlands), Intermon Oxfam (Spain), Oxfam Italy and Oxfam in Belgium.

Purpose of the function:

  • In close collaboration with the other Financial Officer, Program staff and the Institutional Funding Officer in the team, you will be responsible for the financial management of programs/projects implemented by Oxfam Maghreb with local partner organizations ;
  • analyse and monitor financial risks and opportunities at program/project level;
  • develop, monitor and report on program/project budgets for institutional donors; and accompany local organizations in developing their financial management capacity.

Main tasks: You draw up the budgets for programs as well as project proposals for submission to institutional donors on the basis of the intended project activities.

When a project is approved, you prepare the financial management reports in line with the standards of the back-donor(s). You check and appraise the financial aspects of projects with local partner organisations on internal and external risks and opportunities; communicate on the findings with the programme officer and partner organizations, and make proposal on the method of financing.

You monitor financial performance of projects against approved budgets, in close cooperation with the Financial Administrator, and signal adjustments when necessary.

You monitor the allocation of funds made available to partner organizations, among others through the evaluation of financial reports and through external audits; and ensure follow up on the findings with the programme officer and partner organizations as required.

You check and appraise together with the programme officer the organisational structure, the (financial administrative) capacity and the used management systems of the counterparts.

You make proposals to partner organizations and/or work out ideas for their improvement and strengthening and accompany partner organizations in their capacity development as required. Together with the other Financial Officer in the Maghreb team, you contribute to the drawing up and implementation of the annual planning, and make proposals for approval and spending targets.

You contribute to periodically monitoring the approvals, spending and performance at country level and revise the financial planning where necessary.

As needed, you contribute to recording this in the management information systems. You support the management of the country office in the monthly review of its accounts before submission to headquarters; and as requested , support of development of administrative and financial tools, templates for the office and/or partners You signal developments related to the national legal and fiscal framework and contribute to financial management/policy.

 

Requirements:

  • You have a relevant qualification at academic level in a financial, economic field.
  • You have an affinity with international development issues.
  • You can demonstrate several years of working experience related to international development organisations.
  • You are able to make independent financial analyses of development programmes, and can evaluate these against the political and socio-economic context within which they are carried out.
  • You are fluent in spoken and written French and have strong command of English. Command of Arabic is an asset.
  • You have a good insight into management issues in NGOs.
  • Experience in capacity building of NGOs in financial management is an asset.
  • You have experience managing programs by large institutional donors (e.g. European Union)
  • You have good computer skills; familiarity with management information systems is desirable.
  • You work in a result-oriented and methodical manner.
  • You have organisational and administrative experience and qualities.
  • You work well in a team and have outstanding social and intercultural skills.
  • You have good written and verbal communication skills; and have experience in coaching others on financial management.
  • You are ready to travel within Tunisia including overnight stays as well as in the region (Libya, Morocco, Algeria).
