Oxfam has been working in the Middle East and North Africa (MENA) region for over five decades and over the past four decades promoting gender equality and supporting women’s right to participate and be represented in governance and decision-making structures and processes. Oxfam’s work in the Maghreb is a multi country program comprising Morocco, Tunisia, Algeria and Libya. It focuses on social and political participation, gender justice and supporting sustainable livelihoods work. Oxfam is looking for a Purpose of the function In its active citizenship program, Oxfam Maghreb aims to mobilize citizens to influence policies on social and economic rights; thus addressing inequalities which to a large extent sparked popular uprisings in the Middle East and North Africa (MENA).

Oxfam is developing a program on public finance accountability to reduce inequality; both monitoring and influencing expenditures as well as revenue collection (tax justice) and ensuring citizens participate in setting public policy agendas.

In this role, you will contribute to shaping this program, in particular by building up knowledge on political economy and public finance accountability, co-creating and testing tools for political economy analysis, develop Oxfam’s advocacy strategy on public finance accountability in the Maghreb and build alliances on the subject, and give content advice on funding proposals.

Main tasks

  • To proactively gather and analyze information related to public finance accountability to reduce inequality in the MENA region and esp. the Maghreb; and to share this with the Country Office team, Headquarters and other relevant staff in Oxfam;
  • To contribute to the development of the overall Middle East and esp. Maghreb program strategy working closely with relevant program staff and local partners, and accompany local partners in action oriented research;
  • In this context, lead the political economy analysis of inequality in the MENA region, specifically in the Maghreb, by developing a research framework for this in close collaboration with local stakeholders (partners, academia, key opinion leaders, investigative journalists) and internationally with Oxfam colleagues and allies;
  • To develop and coordinate the implementation of the Oxfam lobby, advocacy strategy and action plans for the Maghreb on public finance accountability/inequality in close cooperation with the Maghreb advocacy & media lead; especially the content development of (advocacy) products (briefing notes, letters, reports);
  • To contribute to mapping of relevant actors and building alliances in the framework of the program and the advocacy strategy in particular;
  • To represent Oxfam to external advocacy, campaigning and/or media stakeholders as needed;
  • To provide advice and analytical input into MENA or multicountry program proposals developed by Oxfam and/or with Oxfam partners, the strategic plan and other strategic documents within the organization from a political economy perspective

Durée du contrat : Full time (40hr/week; part time negotiable), starting as soon as possible, one year renewable

Salaire / Indemnité You will be contracted by Oxfam Novib according to Tunisian labour legislation with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors.

 

Critères d'éligibilité

  • Completed an academic degree in a discipline relevant to the specific areas mentioned in relation to development cooperation (e.g. political economy/development economics, political science, development studies);
  • Several years of relevant working experience in similar positions in the field, ideally in the countries of the Maghreb, and an affinity with international development issues
  • Experience with policy and advocacy as well as action oriented research, ideally in relation to development cooperation;
  • Broad knowledge of relevant thematic areas (politics of economic inequality, budget monitoring, tax justice); esp. in the Maghreb and ideally in the wider MENA region;
  • Experience with or knowledge of program development frameworks and project cycle management;
  • Excellent verbal and written communication skills in French and Arabic;
  • English is an asset;
  • Knowledge of the NGO sector is an asset;
  • A natural networker with substantial experience of building relationships;
  • You have excellent social and intercultural skills and are a team player.
