Oxfam has been working in the Middle East and North Africa (MENA) region for over five decades and over the past four decades promoting gender equality and supporting women’s right to participate and be represented in governance and decision-making structures and processes.
Oxfam’s work in the Maghreb is a multi country program comprising Morocco, Tunisia, Algeria and Libya. It focuses on social and political participation, gender justice and supporting sustainable livelihoods work. Four Oxfam affiliates work in the Maghreb: Oxfam Novib (The Netherlands), Intermon Oxfam (Spain), Oxfam Italy and Oxfam in Belgium.

 

Oxfam is looking for a
Program Officer (Women Political Participation), Maghreb Office
Part-Time (80%/ 4 days a week), starting as soon as possible, one year
(Renewable depending on funding; full-time negotiable)
Based in Tunis

Objective of the position:
You will contribute to refining and implementing the Oxfam country strategy in Tunisia in close co-operation with local partner organizations and other Oxfam affiliates, with a special emphasis on women political participation. Specifically, you will be responsible for the Tunisia component of a multi-country project (“Women on the Frontline”) funded by the Netherlands Foreign Affairs Ministry and implemented together by a consortium of Oxfam, HIVOS and Price Water House Coopers (PWC). As such you will liaise with the regional project management team based in the Netherlands, backstop/monitor and accompany projects with five local partner organizations in Tunisia, take a lead in building the capacity of two organizations and for three others, collaborate with PWC as well as another associate leading the thematic capacity building. You will contribute to the design and implementation of regional linking & learning activities as well as actively shape the second phase for the project within the framework of Oxfam’s programming on women political participation in Tunisia.

Main tasks:

In close co-operation with the Oxfam team, you will contribute to the implementation of the Oxfam strategy for Tunisia 2015-2019, esp. contributing to further developing the Oxfam programs on gender justice, and women political participation in particular. As such, you will contribute to the development, implementation and monitoring of the Oxfam annual plan and report on the progress made

  • As focal point for the Tunisia component of a regional project “Women on the Frontline”, you will ensure the liaison with the project management unit in the Netherlands as well as with the representatives of the consortium of partners and associates1 and donor in Tunisia, lead the strategy development and implementation for project in Tunisia and ensure the timely submission narrative reporting in line with donor requirements and Oxfam procedures.
  • Together with a part-time project officer, you will work closely with 5 local partners to monitor, evaluate, and develop their projects. In addition to the daily monitoring of the projects, you will develop the partners monitoring and evaluation plan, and in close collaboration with the finance officer, backstop the narrative and financial reports received.
  • You will accompany partners in building their organizational capacity, taking the lead with two organizations, and collaborating with PWC and IWPR for the three others. You will contribute to the design and implementation of regional Linking and Learning activities, organizing or supporting the researches foreseen for the regional project that will be conducted, as well as to the development of communication material component for the programme and regional events that will take place. You will document the lessons learned made at the national level for the benefit of the Linking and Learning component.
  • You will actively engage in discussions with partners and other stakeholders on fostering funding opportunities for a second phase of the project as well as develop new projects within the framework of Oxfam’s gender programming, in close collaboration with the Institutional Funding Officer and Associate Country Director

Critères d'éligibilité

  • You have completed an academic degree in a discipline relevant to the specific areas mentioned in relation to development cooperation.
  • You have demonstrated at least 4 years of relevant working experience in similar positions in the field in the Middle East and Maghreb region, ideally in the countries of the Maghreb, and an affinity with international development issues
  • You have specific expertise in Oxfam priority programming areas (gender justice, social and political participation) and have direct experience working with non-governmental organizations.
  • You are familiar with gender issues
  • You have experience and knowledge of project cycle management, financial management and fundraising.
  • You have a solid understanding and knowledge of the rights-based approach.
  • You have experience in organizational analysis and partnership, program development, grant management and fundraising to support development programs.
  • You have excellent analytical and social skills and are a team player.
  • You have excellent communication skills in English and French. Command of Arabic is an asset.
  • You have the ability and readiness to travel throughout Tunisia including overnight stays and the Maghreb region including Western Sahara.
