The Role

Oxfam in Tunisia is looking for a Finance Officer

Objectives of the position

To provide for the financial aspects of the country portfolios, the implementation and monitoring of the financial aspects of the assigned Special Projects, the management of the financial risks and opportunities, and to provide for the appraisal and analysis of the necessary financial aspects of proposals and reports for back-donors.

Post Conditions

Type of contract: Fixed term contract
Contract Duration: One year (renewable depending on staff performance and project funding)
Working hours: Full time (40hours/week)
Location: Based in Tunis
Reporting to: Finance Manager
Salary & Conditions: According to Oxfam Salary scale and HR policy and conditions in Tunisia
Starting date: As soon as possible

Main tasks of the position

  • Manage the budget and activity costs budget for specific projects and contribute to project work, ensuring adherence to donor requirements and audits.
  • Provide financial oversight and monitoring to partners in line with Oxfam, donor requirements.
    Handling finance related queries regarding external Donors and related projects.
  • Communicate with various partners; ensure receipt of timely financial and progress reports & ensures donor compliance and eligibility of expenses. Take pro-active measures to ensure this.
  • Check and appraise the financial and audit reports of partners; communicate on the findings with the Project Coordinator and partners, and where necessary make proposals for follow-up.
  • Together with the Project Coordinator, check and appraise the organizational structure, the (Financial administrative) capacity and the management systems of the counterparts. If necessary, make proposals to counterparts and/or work out ideas for their improvement and strengthening.
  • Provide capacity building support to partner organizations and finance staff of country offices where required.
  • Draw up the budget for project proposals on the basis of the intended project activities.
  • When a project is approved: prepare the financial management reports in line with the standards of the back-donors, including an analysis, and submit them to the project leader for his/her approval

Critères d'éligibilité

  • Bachelor degree in Finance or related degree
  • At least five years’ experience in similar functions
  • Computer literacy, especially Excel and Advance Excel
  • Excellent written and spoken French, Arabic and English
  • Excellent communication and interpersonal skills and proven ability to be flexible in demanding situations
  • Ability to work in a matrix work environment
  • Aptitude to learn quickly and to share learning with colleagues and partners
  • Ability to handle multiple priorities and to work under pressure and with tight deadlines
  • A team player, who works well in a multi-cultural environment, and communicates readily with colleagues and partners
  • High level of integrity and accountability
  • Commitment to Oxfam’s values and ways of working and to Oxfam's objectives to promote gender equity and diversity and the interests of marginalized people in all aspects of its actions
  • Experience in the development sector and in capacity building with partner organizations (desirable)
