Oxfam has been working in the Middle East and North Africa (MENA) region for over five decades
and over the past four decades promoting gender equality and supporting women’s right to
participate and be represented in governance and decision-making structures and processes.
Oxfam’s work in the Maghreb is a multi country program comprising Morocco, Tunisia, Algeria and
Libya. It focuses on social and political participation, gender justice and supporting sustainable
livelihoods work.
Oxfam is looking for a

Project Officer
Maghreb Office, Tunis
Full time (40hr/week; part-time negotiable), starting as soon as possible, one year renewable

  • Purpose of the function :

In its active citizenship program, Oxfam Maghreb aims to mobilize citizens to influence policies on
social and economic rights; thus addressing inequalities which to a large extent sparked popular
uprisings in the Middle East and North Africa (MENA). Together with two local partner organisations
Oxfam is implementing a program on increasing political accountability. The project aims at  mobilising citizens to voice their social and economic priorities to political parties and candidates
before the elections. After elections, citizens will be able to hold candidates accountable on the basis
of their election promises. In this role, you will manage the pilot phase of this project, and together
with relevant team members and the partners develop the second phase.

  • Main tasks:
  • You will oversee the implementation of the project activities, including field visits, according to the approved project proposal and risk assessment in close cooperation with the project team
    based with the two partners, as well as relevant colleagues at the Oxfam office;
  • You will coordinate and facilitate the Project Steering Committee with the project partners and related stakeholders.
  • You will be responsible for a monitoring, evaluation and learning strategy of this project, in
    order to plan, monitor and evaluate partners’ performance and Oxfam’s own performance.
  • You will oversee budget spending in line with agreed targets, milestones and deadlines in close
    coordination with the Financial Officer;
  •  You will provide support including capacity development of the two partner organizations in
    the implementation of the activities and facilitate and/or arrange for external technical
    support if required, in close consultation with the Program Team;
  • You will collect information and are responsible for quality reports in order to meet the donor requirements on reports, for the Oxfam management and planning cycle and for any other demand for information;
  • You will ensure project management in Oxfam Novib’s internal management information system (approval; partner descriptions; monitoring).
  • You will ensure that the (digital) archiving of the project activities is correctly done and maintained, in liaison with the administration officer/project assistant;
  • You will lead on developing the second phase of the political accountability program, including identifying funding opportunities and draft project proposals

Critères d'éligibilité

  • You have completed an academic degree in a discipline relevant to development cooperation (e.g. political science, sociology, development studies);
  • You have demonstrated several years of relevant working experience in program and grant management as well as fundraising; and an affinity with international development issues;
  • You are knowledgeable about the Tunisian context, are able to analyse and manage risks;
  • You have a solid understanding of a rights-based approach;
  • You have experience in assessing and supporting the capacity of local organisations; and in MEL/program development/fundraising;
  • You can demonstrate experience of managing programs with a variety of donor guidelines;
  • You can demonstrate effective negotiation and coordination skills;
  • You have excellent social and intercultural skills and are a team player;
  • You have excellent communication skills in French (written and spoken). Command of Arabic and English are an asset;
  • You are able and ready to travel within Tunisia (including overnight stays).
