Oxfam is looking for an “Advocacy Officer”

Job Purpose

Contribute to the development and implementation of Oxfam’s Influencing work at country level, in collaboration with Oxfam staff and partners, and in line with the Worldwide Influencing Network (WIN) transformational goals, the WIN National Influencing Standards and the vision for 2020 programs. This includes policy, advocacy and campaign.

Post conditions

  • Type of contract: Fixed term contract (1 year)
  • Contract Duration: One year (renewable depending on staff performance and project funding)
  • Working hours: Full time (40hours/week)
  • Location: Based in Tunis, Tunisia
  • Salary & Conditions: According to Oxfam Salary scale and HR policy and conditions in Tunisia.
  • Reporting line Advocacy and Campaigns Manager
  • Internal Job Grading: D2
  • Starting date: As soon as possible.

Key Responsibilities and Accountabilities

  • Advocacy and campaigning
    • Contribute to the development and implementation of Oxfam’s influencing strategy for Tunisia, in line with advocacy and program objectives at national, regional, and global levels.
    • Engage with staff and partners in preparing and implementing work-plans and activities related to advocacy and campaign work.
    • Deliver specific campaign outputs/projects as agreed by the respective campaign leads
    • Actively take part in activities requiring Advocacy and campaigning support in different projects.
    • Write, edit and proofread copy for advocacy materials related to Oxfam and/or Partner organizations
    • Document and keep track of advocacy processes in which Oxfam is involved with partners
    • Ensure compliance with the partnership and influencing principles of Oxfam in all activities with partners.
    • Maintain direct contacts with local partner organizations in line with Oxfam policy development, advocacy and campaign work in Tunisia and their organizational development.
    • Participate in activities related to Oxfam global campaigns deployed in Tunisia.
    • Work closely with the Advocacy and Campaigns’ Manager to support planning, implementing, monitoring and evaluating national campaigns in which Oxfam is involved.
  • Support to the team and programs
    • Contribute in the process of developing, implementing and monitoring Oxfam Tunisia’s influencing strategy, in collaboration with the Advocacy and Campaigns’ Manager and program team
    • Undertake or where appropriate commission and follow campaign related research (analysis of actors, Powers, risks)
    • Contribute in producing policy and position papers
    • Produce oriented context analysis in support to the program team
    • Contribute into proposal development processes Support in keeping program teams on track with initiatives and developments of local, regional and international context elements.

Critères d'éligibilité

  • Completed academic degree in economy, political science, development studies, communication, or related fields
  • Solid background in Gender and Human Rights
  • Demonstrable work experience with NGOs in Tunisia
  • Excellent communication and influencing skills and Strong facilitation and moderation skills
  • Excellent team player with interpersonal and collaboration skills, particularly in a multicultural context
  • Experience in policy, advocacy and/or campaigning work at local, national and international levels
  • Experience in online and offline campaigning are considered an asset
  • Good computer skills, and use of design software are an asset
  • Flexibility and willingness to work simultaneously on a wide range of tasks and projects and ability to prioritize tasks
  • A high level of energy, creativity, stamina and flexibility
  • Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through, often working under pressure and to tight deadlines
  • Perfect fluency in written and spoken Arabic and French; strong command of spoken and written English
  • Commitment to Oxfam’s values and ways of working and to Oxfam's objectives to promote gender equity and diversity and the interests of marginalized people in all aspects of its actions
  • Sensitivity to gender and diversity issues.
  • Strong social skills
