The Role

Oxfam in Tunisia is looking for a Advocacy and Policy officer – Economics and Social Justice

Team Purpose

Contribute to the development and implementation of Oxfam’s Influencing work at country level, in collaboration with Oxfam staff and partners, and in line with the Worldwide Influencing Network (WIN) transformational goals, the WIN National Influencing Standards and the vision for 2020 programs. This includes policy, advocacy and campaign.

OXFAM in Tunisia is developing its campaigns and influencing work in different areas related to economic and social justice, including a wide range of issues such as tax, governance of public policies and local development.

Post Conditions

Type of contract: Fixed term contract (1 year)

Contract Duration: One year (renewable depending on staff performance and project funding)

Working hours: flexible : Full time (40hours/week)

Location: Based in Tunis, Tunisia

Salary & Conditions: According to Oxfam Salary scale and HR policy and conditions in Tunisia.

Reporting line: Advocacy and Campaigns Manager

Internal Job Grading: D2

Starting date: As soon as possible.

Job Purpose – Key Responsibilities and Accountabilities

Advocacy and campaigning

  • Contribute to the development and implementation of Oxfam’s influencing strategy for Tunisia, in line with advocacy and program objectives at national, regional, and global levels.
  • Engage with staff and partners in preparing and implementing activities related to advocacy and campaigns work.
  • Deliver specific campaign outputs/projects as agreed by the respective campaign leads
  • Actively take part in activities requiring Advocacy and campaigning support in different projects.
  • Document and keep track of advocacy processes in which Oxfam is involved with partners
  • Maintain direct contacts with local partners (CSOs, Public sector institutions, Private Sector) in line with Oxfam policy development, advocacy and campaign work in Tunisia and their organizational development.
  • Participate in activities related to Oxfam global campaigns deployed in Tunisia.
  • Work closely with the Advocacy and Campaigns’ Manager to support planning, implementing, monitoring and evaluating national campaigns in which Oxfam is involved.

Support to the team and programs

  • Ensure compliance with the partnership and influencing principles of Oxfam in all activities with partners.
  • Contribute in the process of developing, implementing and monitoring Oxfam Tunisia’s influencing strategy, in collaboration with the Advocacy and Campaigns’ Manager and program team
  • Contribute into proposal development processes Support in keeping program teams on track with initiatives and developments of local, regional and international context elements.
  • Write, edit and proofread advocacy materials and research related to Oxfam projects and programs

Policy and research

  • Undertake or where appropriate commission and follow campaign related research
  • Produce and Contribute in producing policy and position papers
  • Produce economics’ context analysis and fact-sheets in support to the program team
  • Collect and compile statistical data related to the identified areas for Advocacy and influencing purposes

Critères d'éligibilité

  • Completed academic degree in political sciences, economics, statistics or related fields;
  • Previous experience in policy, advocacy and/or campaigning work at local, national and international levels in the fields of economics, tax, public finances is an asset;
  • Demonstrable work experience with/understanding of NGOs in Tunisia.
  • Sensitivity and commitment to Gender, Human Rights and diversity. Strong social skills
  • Strong writing and synthesis skills
  • Excellent communication and influencing skills in written and spoken Arabic and French; strong command of spoken and written English
  • Good team player with interpersonal and collaboration skills, particularly in a multicultural context.
  • Good computer skills, (excel, access or other databases software)
  • Flexibility and willingness to work simultaneously on a wide range of tasks and projects and ability to prioritize tasks;
  • A high level of energy, creativity, stamina and flexibility. Ability to learn quickly, adjust to constantly changing situations while maintaining focus on delivery and follow-through, often working under pressure and to tight deadlines
