Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

IOM aims at contributing to sustainable social transformation in Tunisia, by improving the quality of life of most vulnerable groups through socio-professional integration. Building upon the successful experience of La Caixa’s Foundation programme “Incorpora” in Spain, Poland and Morocco, the project will promote access to employment for people at risk of social exclusion.

IOM will manage the project in Tunisia with the support of 4 local NGOs already involved in assistance and protection of vulnerable youth, women/single mothers, and disable persons, with the aim of promoting and facilitating job matching through placement and training services. Collaboration with the Caisse des Dépots et Consignations in Tunis as partners of this initiative, will bring a key-support in reaching out to enterprises interested in participating in the project.

 

Core Functions / Responsibilities:

Under the direct supervision of the Chief of Mission, the incumbent will:

1. Manage the Incorpora initiative in Tunisia.

  • Lead and coordinate a group of 4 NGOs committed in the labor market integration of people at risk of social exclusion
  • Lead, promote and take part in the development of the annual strategic plan of the group of NGOs to enhance labor market participation of people at risk of social exclusion
  • Ensure compliance with the targets agreed with the Banking Foundation “la Caixa”
  • Monitor, evaluate and ensure the group of NGO’s compliance with the goals of the project
  • Promote, direct and coordinate the prospecting campaigns for companies and business associations part of “la Caixa” Banking Foundation and/or from the Corporate Point;
  • Monitor the prospecting visits made by the NGOs and the results of such visits

2. Coordinate the Incorpora Training Points (ITP) in the territory

  • Update the Incorpora Group’s operational protocols
  • Coordinate the analysis of the territory and the needs of companies, and plan the training courses
  • Launch the required campaigns and the monitoring to ensure ITPs assist in increasing new recruitments in the Group

3. IOM’s contact person of the Incorpora Group with “la Caixa” Banking Foundation

  • Develop and present the strategic plan developed for Tunisia to the Banking Foundation “la Caixa” for approval
  • Write regular reports as per donor’s requirements and coordinate with RMU unit for all financial reporting

4. Represent the network and reach out to enterprises and business associations

  • Develop and coordinate NGO’s efforts to promote the program among companies and business associations
  • Encourage the establishment of cooperation agreements with companies, business associations and relevant stakeholders, in compliance with the annual strategic plan developed by the group of NGOs
  • Monitor and ensure support as needed of services delivered by companies
  • Represent IOM at relevant seminars and meetings, as well as other events aimed at promoting IOM’s image and activities, as required;
  • Undertake duty travel related as required;
  • Perform any other duties as may be assigned.

  • Works effectively with local authorities, stakeholders, beneficiaries and the broader community to advance country office or regional objectives;
  • Working experience with people at risk of social exclusion, and social entities;
  • Working knowledge of Tunisian labor market law, Corporate Social Responsibility and outreach of business enterprises.

Critères d'éligibilité

  • Completed a Master’s Degree from an accredited academic institution, preferably in Political and Social Sciences, Law, Communication or development with minimum 2 years of relevant professional experience including 1 year in a private sector–related field with a demonstrated ability to manage complex portfolios and liaise with other companies and business enterprises; or a Bachelor’s degree in the above fields with minimum 4 years’ relevant work experience. [Required]
  • Experience in Monitoring and evaluation
  • Proven ability to establish and maintain strong working relations with relevant business enterprises and nongovernmental organizations
  • Sound knowledge of financial and administrative procedures
  • Experience working with CSOs
  • Experience with people at risk of social exclusion
  • High-level computer literacy including a good proficiency in MS Excel.
  • Good analytical and problem-solving skills.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Fluency in Arabic and French;
  • Intermediate knowledge of Spanish
  • Good working knowledge of English
