Job Title: Logistics and Administration Officer

Band / Level / Grade: 8 B

Location: Tunisia- Tunis

Position Reports To: Supply Chain Manager

Contract Duration: 6 months

Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst crises and helps people to survive and rebuild their lives. At work in over 40 countries to restore safety, dignity and hope, IRC leads the way from harm to home. The IRC has headquarters offices in New York and London.

 

The IRC is in the process of setting up a new humanitarian program in Libya. The IRC is currently planning for this new operation from Tunisia, with the intention to setup the office in Libya in the coming weeks and begin providing humanitarian relief to those in need shortly thereafter.

 

Job Overview/Summary:

Under the direct supervision of the Supply Chain Manager (SCM), the Logistics and Administration Officer (LAO) will support the setup of the IRC’s operations in Tunisia. He/she will be responsible for all administration and logistics tasks, such as conducting local market surveys, managing vehicles and drivers, and supporting the procurement of office space, office supplies, staff accommodation, and program materials. He/she will also support any required follow-up on registration, visas, and other official issues.

 

Major Responsibilities:

 

Logistics

  • Research and maintain a good working knowledge of local market vendors and prices
  • Procure supplies from local vendors in accordance with the IRC’s procurement policies
  • Manage and maintain the IRC’s vehicles
  • Train and supervise the IRC’s drivers, to ensure they adhere to the IRC policies related to speed limits, un-authorized passengers, and proper recording of movements in log books
  • Collect and maintain all procurement documentation for the IRC’s records

 

Administration

  • Identify rental properties, including staff accommodation and office space
  • Oversee the furnishing and maintenance of the IRC’s properties
  • Identify and supervise handymen, maintenance workers, and laborers (if any)
  • Manage relationships with property landlords and follow-up on contract renewals as relevant
  • Maintain organized lists of IRC assets and equipment
  • Advise the SCM on assets and property that are due for replacement, return, or disposal
  • Maintain contact lists for staff, visitors, and partners
  • In collaboration with the Head of Office, liaise with the local authorities, prepare documents required for international staff and visitor visas, work permits, and other related government requirements related to administration.

 

Other

  • Support security management efforts for the IRC’s office and guesthouses
  • Attend and participate in trainings identified/organized by the SCM
  • Follow any new IRC procedures and guidelines designated in circulars
  • Report any violations of IRC’s three core values (Integrity, Service and Accountability) as per IRC Way reporting mechanism
  • Learn IRC logistics policies and formats
  • Perform other duties as may be assigned by the SCM

 

Key Working Relationships:

 

Position Reports to: Supply Chain Manager
Position directly supervises:
Log / Admin assistant  

Indirect Reporting: Head of Office
Other Internal and/or external contacts:

Internal: Field Coordinator, Health Coordinator, Senior HR Manager, and Finance Controller

External: Vendors, property landlords…

Critères d'éligibilité

  • At least two years of work experience in logistics and administration; NGO experience preferred Familiarity with Tunis district.
  • Staff supervision experience strongly preferred
  • Organized, detail oriented, proactive and team player
  • Excellent communication, negotiation and interpersonal skills
  • Excellent analytical and problem-solving skills
  • Understanding of and commitment to humanitarian principles
  • Strong computer competency with word processing, spreadsheets, databases, and other IT skills
  • Fluency in Arabic and working knowledge of English required, both written and verbal
