Work in Progress! Project

Team purpose

This position has the overall responsibility for the quality implementation of the “Work in Progress!” project in Egypt according to the defined budget and timeline.

 

About “Work in Progress!” Project

Socially engaged youth can be a driving force in Africa for economic growth and social progress. That is why “The Work in Progress! Alliance” wants to improve the economic prospects of young people in Egypt, Somalia and Nigeria, by building their skills to find a job and stimulating entrepreneurship. The Alliance consists of international and national partners.

 

The WiP Program Officer is responsible to working under the direct supervision of the ‘Work in Progres!’ Project Lead while line management lays with the CD Egypt. She/He is also responsible to working and coordinating closely with and report to the WiP Overall Management Team under the Oxfam Thematic Unit in The Hague.

 

Post Conditions

Type of contract: Fixed term contract

Contract Duration: One year (renewable depending on staff performance and project funding)

Working hours: Full time (40hours/week)

Location: Based in Tunis, Tunisia

Salary & Conditions: Local Contract; according to Oxfam Salary scale and HR policy and conditions in Tunisia.

Starting date: As soon as possible.

Reporting to: Country Director (CD) andTo Program Lead – WiP until end of 2017

Job Purpose – Key Responsibilities and Accountabilities

 

Strategic and general oversight – 20%

  • Act as Oxfam Country Office (CO) Egypt’ representative at national level and at regional level, when required.
  • Actively network with relevant stakeholders and peer organizations, working groups to develop and implement joint initiatives and advocacy events at local or/and national level(s).
  • Ensure implementation of Oxfam CO Egypt’ and donor’s (where relevant) operational policies, procedures and guidelines in all aspects of projects’ work.
  • Ensure project activities and strategies respond to the youth (especially young women) employment needs and are suitable for the Egyptian context and are in line with CO Egypt ‘Economic Justice and Livelyhoods’ strategy.
  • Responsible for the oversight and development of partnerships to maximize the strengths the different partners bring to the partnership within ‘Work in progress!’ Project.
  • Manage the project risks by constantly updating the risk mitigation plan.
  • Support other Egypt program teams in integrating Work I Progress! issues in their work and facilitate learning activities to strengthen capacities among the Oxfam team.
  • Work in close collaboration with other Oxfam teams, contribute to the development and implementation of Oxfam strategy and programs in Egypt.
  • Contribute to the annual planning, reporting and budgeting of the CO Egypt programs and projects and actively contribute to fundraising activities.
  • Identify areas for program development and lead on crafting program and project proposals based on this together with the relevant team members.

Project Implementation – 80%

  • Responsible for the overall implementation and progress of all project activities, including partner organizations activities.
  • Ensure the achievement of agreed outcomes and targets.
  • Mentor and monitor the progress and quality of the project, proactively identifying problems, opportunities and exceptions, and propose solutions.
  • Support partners in program/project development and implementation through technical advice on participatory community engagement.
  • Build capacities of partner organizations to conduct participatory analysis and planning and stimulate the added value of the Partnership.
  • Contribute to writing project learning documents, case studies, blogs, video clips and take part in policy advocacy for good practices, lessons, processes of the project.
  • Ensure the proper Implement and review Monitoring, Evaluation, Accountability and Learning (MEAL) framework with the MEAL member and work with partners for conducting baseline surveys, progress monitoring events, producing progress reports and final reports.
  • Monitor program spending, review financial reports prepared by partners, and facilitate auditing of fund usage in cooperation with the Financial Program Officer. Ensure internal and external reporting is done as per the agreed timeline and requirements.
  • Report the substantive and financial progress to Program Lead, CD and the thematic team in The Hague and in accordacne with the donor requirements, coordinate the production of the narrative and financial reports and audits.
  • Keep the Oxfam Egypt team and the Overall Project Team in The Hague and relevant stakeholders informed about the project progress and ensure the knowledge exchange and synergies with other Oxfam projects in Egypt or at the regional level.

 

 

 

Desirable:

  • Experience in liaising with communities,individuals , CSOs, police and/or military, and governmental authorities.
  • Experience in advocacy, policy and campaigning.

 

This job description may be modified in accordance with the activities or the evolution of operational needs.

Critères d'éligibilité

  • Extensive knowledge and experience in relevant work in Egypt.
  • University degree in social sciences, political sciences or related disciplines; or an equivalent sufficient experience and informal education.
  • At least 5 years of relevant experience working as a program officer / coordinator in similar jobs and functions with local and/or internatoinal NGOs.
  • Practical knowledge and experience of projects design, fund raising, report writing, developing training materials, advocacy and inter-agency networking and coordination.
  • Obvious interest in youth development, youth employement and entrepreurship issues at the natonal level and familiarity with innovative approaches to address the related needs.
  • Solid knowledge on polices, contemporary issues regarding youth employement and entrepreurship and good knowledge of gender issues.
  • Excellent critical thinking and analytical, writing and reporting skills.
  • Excellent experience in partnership development and management.
  • Excellent intercultural communication.
  • Sound experience in capacity building and good facilitation skills.
  • Good experience and knowledge in monitoring and evaluation.
  • Excellent command of Arabic and English.
  • Excellent computer skills.
  • Readiness and ability to travel to Egypt on a regular basis.
  • Ability to work independently, from a distance, and with a team; excellent and efficient time management.
  • Experience in liaising with communities,individuals , CSOs, police and/or military, and governmental authorities.
  • Experience in advocacy, policy and campaigning.
