Background

USAID’s Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) works in 11 governorates, 31 adjacent municipalities, and has four Hub offices: Gabes, Kairouan and Tozeur. TADAEEM aims to improve service delivery on the municipal level. The project seeks to recruit Municipal Focal Pointsfor each Hub.

Objectives

The Inter-Governmental Coordination Specialist (IGCS) will undertake the process of documenting (with specialized/expert support) critical intergovernmental relations that have a direct impact on high priority services that are delivered by municipalities, de-concentrated departments and national utility companies. S/he shall monitor the interface and level of coordination (or lack thereof) between such service delivery modalities when they are operational within the same service sector as well as in interacting service sectors. The Coordination Specialist assisted by subject matter experts, and by relevant TADAEEM HQ Specialists,would explore scenarios for enhanced coordination and streamlined inter-governmental relations to be integrated as part and parcel of Service Delivery Improvement Strategies. S/he shall also continuously track the impact of suggested (and adopted or piloted) modifications to coordination and inter-governmental arrangements and report on their level of effectiveness as well as further fine-tuning that could be required

Tasks and Responsibilities

Specifically, the following is an outline of the responsibilities of the Inter-Governmental Coordination Specialist:

  1. Identify the institutions involved in the delivery of priority services where intergovernmental relations and coordination are impacting service delivery. Priority services where intergovernmental relations and coordination could be a concern could include but would not be limited to:
    1. Waste Management;
    2. Roads;
    3. Street lighting;
    4. Utilities – Electricity, gas, water, sanitation, telecommunication;
    5. Transportation;
    6. Education;
    7. Health;
    8. Other;
  2. Engage closelyin the Sector Documentation and Service Value Chain Assessment process which TADAEEM will launch for priority sectors/services and focus on gaining an in-depth understanding of prevailing inter-governmental dynamics and identify and document the specific challenges that are faced;
  3. Communicate such challenges through concise reports to be shared with the TADAEEM national team as an input to higher level discussions with relevant service sector ministries and/or national utility companies to explore enhanced coordination options for piloting;
  4. Support (with expert backing) the introduction/piloting of agreed-upon improvements to inter-governmental coordination and document impact to inform fine-tuning and possible adoption;
  5. Work closely with the Regional-level Service Delivery Specialist/s and the Institutional and Capacity Development Specialist/s to ensure integrated and coordinated actions/interventions by TADAEEM in support of each target sector/service;
  6. Function under the direct oversight and guidance of the Regional Manager and the technical guidance of the Objective 3 Lead and relevant TADAEEM HQ technical team members;

Reporting Structure and Coordination:

The IGCS shall report to Regional Hub Managers and receive technical guidance from the project’s Objective 3 Lead in Tunis, as well as technical input from the Objectives 1 and 2 Leads.

Place of Performance:

The ICDSwill be based at the regional level in either Gabes, Kairouan, or Tozeur and will be expected to travel to engage directly with regional sector departments, national utility companies, and municipalities.

Qualifications:

The IGCS should ideally hold a bachelor degree in business administration, management or related fieldsand shall possess a minimum of 2-3 years of relevant experience. Developed analytical, documentation and observation skills would also be seen as instrumental and experience or readiness to work in the field and to interact effectively with the staff of municipalities and service sector departments and branches of national utility companies at the regional level would be of value. Skill in concise report writing and documentation would also be a plus.
