Position Description

  • Job Title: Libya Portfolio Manager
  • Job Type: Full-Time
  • Department: Tunisia Field Office
  • Immediate Supervisor: Country Director, AMIDEAST/Tunisia
  • Location:  Tunis, Tunisia, with possible travel to Libya, security permitting

Position Summary:

The Libya Portfolio Manager (LPM) is responsible for managing AMIDEAST’s education, training, and exchange programs in Libya and serving as AMIDEAST’s point of contact to the Libya External Office (LEO) on USG-funded programs.  The position is based in Tunisia to support Libyan in-country staff, including assisting with logistical arrangements.   A major responsibility of this position is to coordinate communication with the LEO, country staff in Libya, AMIDEAST Tunisia and AMIDEAST HQ on matters related to Libyan programs.

The LPM works closely with the Country Director in Tunis and HQ counterparts in DC to ensure that existing programs are managed efficiently and to generate proposals and budgets for new programming. This includes developing a thorough understanding of AMIDEAST operational processes, budgets, and human resource capacities that contribute to the ultimate success and efficiency of program. This may also include designing research and M&E approaches to specific projects or ongoing activities to inform overall strategy and decision-making.   The LPM is expected to have a good understanding of the Libyan political context, security issues, and educational system, as well as the landscape of international development projects in the country.

Depending on program schedules and security protocols, the LPM may be required to travel to Libya for selected implementation and coordination activities.

This is a full-time, local hire position eligible for full AMIDEAST benefits.

Responsibilities:

  • Program Management
    • Provide oversight of all grants in the portfolio to ensure that their purposes, terms and conditions, budgets, and reporting requirements are met in a complete and timely manner.
    • Provide day-to-day operational support to implementers / trainers in Libya, including procurement and logistical support, arranging travel for scholarship students between Libya-Tunis-USA.
    • Coordinate with staff and consultants engaged in implementing the Libya program portfolio of programs and activities, including holding regular meetings that take place in person and virtually.
    • Assist scholarship students with preparation of visa applications and other pre-scholarship requirements such as registration for TOEFL /SAT/ GRE exams.
    • Communicate regularly with the relevant Libya External Office staff on any program related activities.
    • Ensure that grant budgets are spent accurately and within the specified timelines in collaboration with implementers in Libya and with the finance department in Tunis.
    • Compile financial and narrative data in English for periodic reports to donors and counterparts.
    • Lead bi-monthly meetings with Program Portfolio Manager and Country Director to provide updates on the status of all donor-funded programs.
    • Serve on selection panels for scholarship programs as needed.
  •  Business Development
    • Research and identify funding opportunities , human resource capacity needs, and new business lines based on priorities set by the Country Director,
    • Support the Country Director in representing AMIDEAST to partners, USG and Libya government officials, international and local donors, other funding sources, and beneficiaries at outreach opportunities. Manage proposal preparation and compilation processes to ensure timely, complete, and technically-responsive proposals are submitted to prospective clients.
    • Write proposal sections, as required, and proofread and copy edit sections written by technical staff.
    • Assist with proposal pricing activities.

Critères d'éligibilité

  • Required:
  • A BA in international development, education, or related field
  • Previous experience or understanding of the educational NGO sector in the Middle East
  • A minimum of 5 years of experience in project management and planning, financial management, program monitoring, and report writing
  • A working knowledge of USG contracts and grants regulations and processes, with particular emphasis on procurement and reporting
  • A minimum of 5 years of experience with preparation of proposals and budget management
  • Excellent verbal and written communication skills in English, Demonstrated ability to lead and mentor teams, with proven success leading teams remotely
  • Understanding of the needs and constraints of various partners and stakeholders, and the ability to discretely maintain critical relationships with credibility
  • Excellent time-management skills and the ability to triage a varied portfolio of tasks and objectives
  • Ability and willingness to travel to Libya occasionally to meet with partners and donors, should security conditions permit
  • Preferred :
  • Masters degree preferred. Previous work experience in the Middle East, particularly experience working with Libya-based programs
  • Professional proficiency in written and spoken Arabic strongly preferred
