Position Title : Administrative Assistant (Contracts Coordination)

Duty Station : IOM Libya In Tunis, Tunisia

Classification : General Service Staff, Grade G5

Type of Appointment : Special Short Term for six months with possibility of extension on

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Senior Resource Management Officer (SRMO) and the direct supervision of the Resource Management Officer (RMO), the incumbent will be responsible for providing overall support and specialized assistance in the development of contracts and relation with third party – including financial, accounting and administrative matters.

Core Functions / Responsibilities:

  1. Provide support and assistance to the RMO to coordinate new contracts for the mission;
  2. Ensure effective information gathering from all departments in the mission in support to new contracts, consolidates drafts of contracts based on IOM templates and collects all supportive documents for the contracts preparation;
  3. Follow up within IOM and with the third party for all contractual and human resources related issues the consultants hired in Libya;
  4. Ensure timely preparation of extensions of contracts and/or termination/nonextensions as required;
  5. Follow up on all financial and administrative related matters in collaboration with the third party for services provided in Libya;
  6. Gathers from other UN Agencies and other IOM partners information on contracts with third parties for strategic partnerships of IOM;
  7. Assist in consolidation of contracts with local NGOs in Libya including their translation into Arabic or from Arabic into English;
  8. Support and facilitate the preparation of relevant documents for Agreements with donors;
  9. Consolidates information for financial and accounting reports in relation to the third party contracted by IOM Libya to provide HR-related services;
  10. Assist in processing the invoices for payment to the third party;
  11. Collects the relevant documents for the external consultants’ payments;
  12. Ensure integrity of all financial supporting documentation ensuring proper filling and archive thereof to satisfy IOM and Donor regulations;
  13. Perform such other duties as may be assigned.

Other

Any offer made to the candidate in relation to this vacancy notice is subject to funding confirmation. Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency and work permit from the concerned Government, where applicable. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station,

Critères d'éligibilité

  • University degree in Business Administration, international relations, Political Science or a related field from an accredited academic institution with three years of relevant professional experience, preferably in administrative support or similar roles; or Completed High School degree from an accredited academic institution, with five years of relevant professional experience.
  • Demonstrated proficiency with Microsoft Office applications.
  • Previous work experience in international organizations and companies would be an advantage.
  • Knowledge and understanding of political, social, economic background in Libya.
  •  Creativity and analytical capability required to respond to evolving programme demands and current events.
  • Effective communicator with a wide range of actors and partners facilitator and active learner;
  • Fluency in English and Arabic is required.
