Finance Officer, Middle East & North Africa Programme

The International Commission of Jurists (ICJ) is a worldwide network of judges and lawyers united in affirming international law and rule of law principles that advance human rights.

We are recruiting a Finance Officer to provide finance and accounting support to the implementation of ICJ’s programme of work in the Middle East & North Africa (MENA) region and ensure compliance with ICJ’s financial procedures and reporting standards. The position will be based in our Tunis office.

RESPONSIBILITIES

Reporting directly to the MENA Programme Director, the Finance Officer holds the following responsibilities:

  • Ensure accuracy and conformity of accounting documents and process accounting entries;
  • Assist in project and organizational financial audits;
  • Administer all payments/bills of the Tunis office and see to the payment of invoices;
  • Perform internal cost analyses, monthly and annual closing;
  • Draft budgets for project proposals, and track monthly expenditure against the different project budgets;
  • Prepare internal and external financial reports;
  • Administer the office petty cash and prepare regular payments, advances and reimbursements;
  • Participate in the implementation of Internal Control System and elaboration of 
financial control tools;
  • Ensure compliance with internal, Tunisian and donors’ financial, accounting and financial reporting requirements;
  • Undertake other relevant responsibilities as requested by the MENA Programme Director.

Critères d'éligibilité

  • Degree in Business Administration, Accounting, Finance or similar field;
  • Five years of professional experience in accounting and finance in Tunisia. Experience in an civil society association, and/or in an international context an asset.
  • Strong organizational and analytical skills;
  • Attention to detail and accuracy;
  • Good knowledge of the financial rules, regulations and legislation in Tunisia;
  • Spoken & written fluency in English and Arabic;
  • Proficient in the use of Microsoft office, particularly Excel. Knowledge of accounting software (such as SAGE X3) an asset;
  • Ability to work independently as well as a Good team player with excellent interpersonal and communication skills;
  • Ability to work under pressure and to adapt to changing priorities and needs;
  • Commitment to human rights and the rule of law.
