Call for candidates – NDI Tunisia // Terms of reference

Regional Program Coordinator

 

Context:

The National Democratic Institute for International Affairs (NDI) is seeking candidates for the position of Regional Program Coordinator – in Sfax, Kairouan, Kef et Gafsa (one position in each location) for its Tunisia Political Parties Program for a duration of one year starting in February 2019. This program aims at supporting political parties and civil society partners in establishing practices at the local level that can prepare parties to deliver concrete improvements to citizen’s daily lives.

Specifically, the program would build the capacity of political parties to adopt more open and responsive party platforms and governance action plans; help political parties adopt internal mechanisms to hold elected officials accountable to their fulfillment of identified party governance action plans, and build the capacity of local civil society organizations to engage in the political process by monitoring the performance of elected officials.

The Regional program coordinator would play a key role in supporting the improvement of the relationship between participating parties, citizens and CSOs, as well as within parties, between their local branches and central headquarters.

Main responsibilities:

  • Establish and maintain relationships with NDI key partners, including political parties’ regional and local offices;
  • Consult regularly with NDI-Tunis office on program progress;
  • In relation with the national coordinator and NDI-Tunis office, provide first responses to participating parties and CSOs regarding the implementation of the program, and be their focal point within NDI;
  • Provide regular briefings and analysis on political developments in the region;
  • Produce, edit and review activities reports and insure adherence to M&E requirements;
  • Provide logistical support to NDI regional program, including hotel and travel bookings and compliance with security measures;
  • Ensure compliance with NDI’s financial and administrative procedures requirements;

 

 

Critères d'éligibilité

  • Bachelor’s degree in a relevant field; Master’s degree an asset
  • At least two years of relevant experience in program administration, logistical and financial support
  • Familiarity and a good understanding of the regional and national political landscape; Excellent analytical skills are mandatory for this position
  • Good knowledge of the municipal main issues in the Region
  • Familiarity with Environmental, Vocational Education and Employment and/or Health issues is a plus
  • Not a member nor a supporter of a political group, and has the capacity to work within a multiparty setting
  • Resident in the location in which he/she applying
  • Excellent oral and written communication skills
  • Fluency in oral and written French and Arabic, English fluency is an asset
  • Excellent knowledge of Microsoft Windows and Office as well as Google applications
  • Ability to travel extensively within Tunisia
