Program / Department Summary

Mercy Corps has been active in Tunisia in July 2011, working to support youth employability and entrepreneurship
opportunities, increasing civic engagement, and improving the capacities of local authorities, civil society
organizations, and private sector organizations to engage in positive governance. Our goal is to empower and
engage citizens, support the development of an inclusive and enabling environment, foster resilience, and support
social cohesion.
Mercy Corps Tunisia’s strategy adopts a multi-tiered approach to address constraints at the national level, capacity
building at the local level; and supporting individual citizens, in particular youth, to build their social capital. Our
cross-cutting themes of Peace-building and Citizenship, Gender and Inclusion, Resilience and Migration are
integrated into our programs to support an enabling environment in Tunisia where people are empowered, included
and engaged with equal access to opportunities.
With our head office in Tunis, we currently have three field offices in Gafsa, Medenine and Jendouba, with programs
funded through a variety of donors, including AFD, EC, SDC, Hivos, Dutch Ministry of Foreign Affairs and ROTA.
Our mission, vision and strategy is actualized through the coordinated and effective delivery of each complementary
program, and we are constantly seeking to enhance the quality of our implementation in order to maximize the
positive impact of our work.

General Position Summary

The M&E Database Officer will work with the M&E Unit as part of a team to operationalize and improve the
Monitoring Evaluation and Learning system, which heavily relies on a well-managed projects database. The M&E
Database Officer is responsible for supporting Mercy Corps staff and local partners to regularly collect/ enter/
verify/analyze/ data and make timely database adjustments to measure the impact of Mercy Corps’ programs. The
M&E Database Officer will directly work with the Senior M&E Officer. The M&E Database Officer will also closely
coordinate with M&E Officers in the field to ensure the data collection from the field and data entry.

Essential Job Responsibilities

DM&E SYSTEM DATABASE MANAGEMENT AND INNOVATION

  • Understand, maintain and innovate a M&E system database (MIS) that improves Mercy Corps’ ability
    to inform program implementation, analyze data, and represent impact to donors, government, and
    communities themselves.
  • Ensure all relevant program staff are able to utilize the database to analyze program information and
    results
  •  Design, adapt and maintain the MIS in conjunction with the Senior M&E Officer to match strategic
    program or implementation change
  •  Provide training in use of database, pivot tables and pivot charts to staff members that require it, or
    support on exporting to MS Excel for data analysis
  • Ensure the database is live and accessible to field offices
  •  Review data being entered in the database regularly in order to locate and fix problems with data
    entry or integrity
  •  Document system database contents, protocols and update manuals for smooth functioning

Implement M&E System and Tools

  •  Work as part of a team to facilitate and support M&E operations including baseline, annual, and endline surveys, regular monitoring, data collection and analysis, feedback and reporting according to the ME workplan.
  • Generate data (tables/graphs/reports) from the database at regular intervals, ensuring reports/information are available for program implementation staff when required. Facilitate data analysis with program implementation team as requested
  • Conduct regular field visits to ensure all elements of the M&E system and database are being utilized effectively by all stakeholders, assessing and identifying breakdowns and areas that require clarifications and improvements

Staff Training and Capacity Building

  • Work closely with Senior M&E Officer to develop and deliver staff/partner trainings, improving
    capacities in monitoring and evaluation and database management: data collection, entry, verification
    and analysis; and other identified need
  •  Follow up on trainings by mentoring staff/partners to develop identified technical skills one-on-one

Link M&E Results to Reporting

  •  Review or edit data in reports as requested and require
  • Produce analytical summaries: graphs, charts, and tables as requested to fulfil reporting requirements
  •  Other duties as assigned and agreed upon

Security

Ensure compliance with security procedures and policies as determined by country leadership.
Proactively ensure that team members operate in a secure environment and are aware of policies.

The ideal candidate will have a strong curiosity for understanding. He/She will be an excellent communicator, multi-
tasker, and able to work in pressure situations. He/She will be a tolerant and flexible individual able to work in difficult and stressful environments and follow procedures. The successful candidate will be focused on team-
building and capacity-building. Proven ability to meet deadlines. Good interpersonal skills and ability work in a multi- cultural environment. Working as part of a team as well as strong organizational skills, are essential to this position.

ENVIRONMENTAL CONDITIONS

The position is based in (Tunis, Tunisia) and it requires up to (insert 40%) travel to the Field.
Mercy Corps team members represent the agency both during and outside work hours. Team members are
expected to conduct themselves in a professional manner and respect MC’s policies, procedures, and values
at all times.

Critères d'éligibilité

  • BA or equivalent from a recognized institution, preferable in sciences, MS Access, database management/ programming or administration.
  • Proven experience with data entry and management of large volumes of quantitative and qualitative data.
  • 1-3 years experiences managing or designing MS Access databases, knowledge of SharePoint, MySQL, and VBA a plus
  • Demonstrated skills in training, capacity building, and mentoring
  • Good basic math and analytical skills as well as a general knowledge of statistical or monitoring and evaluation principles
  • Former experience in field survey/data collection techniques, data entry, data verification, and analysis beneficial
  • Fluent in both spoken and written French and Arabic with good knowledge of English.
  • Computer literacy in MS Access and other MS Office packages including Excel, and Power Point is essential
  • Willingness to travel to all field offices regularly
