WORKS DIRECTLY WITH: Operation Manager, finance and program staff,

ACCOUNTABILITY:  Accountable to all Mercy Corps Policies and Procedures.

PROGRAM SUMMARY:

Mercy Corps is working on scaling-up its presence for mid and long-term programming for Libyans, including those who have been internally displaced as well as returnees. It is imperative that Mercy Corps present itself as a key and reliable partner with various donors, INGOs, government authorities and civil society actors, to be part of the process of positive change.

Mercy Corps, with its global experience in working in countries undergoing major transitions, will be a key contributor in the process, bringing knowledge, expertise and strong management skills to position the agency as a partner of choice for progressive change in Libya, as well as in response to vulnerable populations in Libya.

Libya is currently in the midst a major humanitarian crisis impacting the entire country as well as a number of the neighboring countries. The main thrust of the work of Mercy Corps along with its national and international partners for the foreseeable future is to focus on meeting the urgent war-related humanitarian needs across the country.

The heightened insecurity and continuous acts of violence make the humanitarian response not only more challenging, but increasingly complicated. We believe that a natural synergy exists between our response to the needs of Libyan internally displaced and those made vulnerable as a result of the conflict within Libya, and responding to the needs of those forced to flee and now living in displacement in Libyan cities.

Mercy Corps will continue to work closely with the Libyan authorities and organizations and with our international partners to ensure an effective humanitarian response.

ESSENTIAL JOB FUNCTIONS:

Procurement:

  • Have a clear understanding of the procurement manual and donor procurement policies and assist in advising program and office management on required practices and procedures;
  • Adhere to all Mercy Corps and donor’s procurement policies and procedures. Advise supervisor and other colleagues on solution-oriented methods to conduct procurements activities while adhering to policy requirements and timelines for implementation;
  • Ensure procurement ceilings and approval procedures are utilized appropriately;
  • Ensure procurement files are maintained in an orderly and up-to-date system, as per Mercy Corps standards;
  • Conduct frequent market surveys and maintain a strong knowledge of the local market;
  • Coordinate with Finance Department to ensure that payments to vendors has been made on-time and without any un-necessary strain on the financial system of Mercy Corps;
  • Coordinate closely with program and warehouse team to ensure the timely delivery of all needed materials to warehouse or beneficiary locations;
  • Closely work with the procurement team and identify the gaps in procurement system and suggest improvements;
  • Collect or organize collection of the qualitative offers from potential vendors for all operations and program requirements
  • Participate in tender design documents
  • Train other Procurement officers and assistants to perform excellent

Logistics:

  • Managing organization’s fleet.
  • Ensure that all vehicles are technically prepared for safe travelling
  • Collect and distribute vehicle log-sheets to fleet drivers; responsible for monthly compilation and submission of log-sheets to Fleet Management Officer in Gaziantep
  • Schedule vehicle use to meet programmatic and operational needs.
  • Oversee and ensure proper use of the vehicles.
  • Oversee fuel consumption purchase and tracking in coordination with the Fleet Management Officer.
  • Organize regular service schedules and make sure vehicles are clean and ready for road. Maintain service schedule files.
  • Collect Vehicle Service Requests from drivers. Submit VSR-s to Deputy Team Leader for approval
  • Ensure major repairs are done in a timely manner.
  • Collect and submit vehicle related receipts for minor expenditures to the Operations Manager  .
  • Manage the office assets including registries, coding and tagging and have clear understanding of the Asset Management Manual
  • Responsible for coordinating with the procurement and finance office in identifying all details of assets such as buying price, ledger reference, PR, PO and GRN number etc. The asset register should be accurate and complete;
  • Schedules and conducts physical count of assets on different locations, projects and sites;
  • Ensure all lost, damage, sold, stolen (or other) items are properly recorded in with an approved Disposal of Assets form. Ensure any necessary, supplement documentation is completed;
  • Lease and ongoing contracts manager.

Other:

  • Other duties as assigned.

Critères d'éligibilité

  • Degree in business, or any other relevant field highly desirable
  • 2-3 years of experience in procurement, logistics operation
  • Experience working in procurement in a Non-profit organization is a strong asset.
  • Strong organizational skills and discipline to follow outlined procedures
  • Ability to interact effectively with international and national personnel
  • High computer skills on MS Office programs
  • A demonstrated ability to multi-task and process information into action as to not delay program activities
  • A clear understanding of procurement ethics and donor compliance is essential
  • Willingness to travel throughout the project areas province is required
  • Must read and understand the Mercy Corps Procurement & Logistics Manuals and Procedures and demonstrate willingness and ability to follow guidelines.
