Job Title: Human Resources Officer (Recruitment)

Department: Human Resources – Field

Hours: 40 hours / week

Reports to: HRM Coordinator (with functional support from MSF UK)

Location: Tunis, Tunisia

Duration: 12 months initially

 

Médecins Sans Frontières (MSF) is a leading international independent medical relief organisation, dedicated to providing expert medical relief to vulnerable populations at times of conflict or disaster. In over 65 countries worldwide, MSF provides both life-saving emergency relief and longer-term assistance to make basic healthcare services available to the most vulnerable or excluded communities.

MSF’s aim is to provide impartial assistance, on the basis of need alone, regardless of ethnic origin, gender, creed or political affiliation. To maintain its independence from political interference, MSF relies primarily on donations from individuals around the world. This private funding gives MSF the freedom to respond to the greatest needs as fast as possible.

HR DEPARTMENT

The role of Human Resources Officer (HRO) within MSF is responsible for attracting, selecting, developing and retaining high-quality medical and non-medical staff for overseas deployments. MSF has a strong focus on developing the quality of staff, investing in both learning and development and talent management.

In the past few years, MSF has expanded the locations where international staff is recruited, and is now embarking on establishing recruitment activities in Tunisia.

The HRO based in Tunis functions as part of a wider HR department based in London. The department consists of three units responsible for Office HR, Field HR and a unit responsible for contracting and administration.

The HRO function forms part of the Field HR unit and by the end of the year will consist of 3 HRO’s in London, plus 1 HRO each in Dublin, Jordan and Tunisia and 1 Learning and Development Officer based in London.

The HRO responsible for recruitment and retention in Tunisia will be working independently with functional support from London and line management through senior MSF staff in Tunis.

This UK HR department is actively involved in the international MSF HRM forum to promote best practice in the management and support of all staff working for MSF.

The HRO in Tunisia plays a pivotal role in building up and maintaining relationships with the Tunisian (and to a lesser extent region) universities, relevant civil societies and networking with medical institutions.

In addition, the department is part of a larger ‘virtual HR department’ for Operational Centre Amsterdam (OCA) which comprises MSF UK, MSF Germany, MSF Holland and MSF India. Together the department works in partnership on all aspects of field related HRM.

Recruitment for Overseas Deployment

For International positions MSF utilises a register of both medical and non-medical candidates. When staffs are recruited by MSF for future deployment they are not recruited for a specific location, but rather onto this register.

Following the acceptance on the register, staffs are then matched to a position depending on their availability and MSF’s needs in the missions around the world.

Upon returning from an assignment the HRO will support the staff by managing their further career within MSF, by means of learning and development opportunities as well as finding a next assignment for them.

Though shorter assignments are possible, the normal length of an assignment is between 9-24 months.

JOB PURPOSE

  • To provide the MSF movement with the right candidates for field positions in sufficient quantities and at the right time
  • To contribute to the talent management initiatives to aid field staff development and retention
  • To independently provide HR advice, support and career management to MSF field staff throughout their involvement with MSF

MAIN DUTIES AND RESPONSIBILITIES:

Key results areas:

  • Recruitment
    • Development and implement an integrated Tunisian recruitment strategy from Tunis.
    • Screen and respond to applications in a professional and timely manner
    • Contribute to the work of the Regional Communications Hub (based in Jordan) to provide creative content for the development of appropriate recruitment material, including website and social media
    • Plan and deliver on a variety of recruitment activities in line with the recruitment strategy and the annual plan
    • Monitor and analyse the relevant labour market trends in the region and tailor recruitment activities in response to this
    • Proactively and regularly liaise with relevant staff in the Operating Sections (Amsterdam, Brussels, Barcelona, Paris and Geneva) on demand and supply issues, adjusting recruitment and selection activities accordingly
    • Proactively collaborate with line manager in Tunisia, Regional Communications Hub and HR Manager Field to plan and organise recruitment activities in Tunisia
    • Carry out appropriate and timely screening and interviewing of suitable candidates, ensuring sufficient availability of candidates in the pool to meet operational needs
  • Placement
    • Co-ordinate with relevant stakeholders to match available candidates with suitable vacancies, balancing organisational and individual needs
    • Maintain regular contact with individual field staff before, during and after deployment in order to provide HR support and advice
    • Brief departing and debrief returning field staff in order to learn from their experiences and to offer them practical support (re-integration, career evolution and future missions)
  • Retention
    • Facilitate the career development of field staff by:
      • Identifying and meeting learning and development needs of individuals in order to meet operational needs and aid retention
      • Actively apply learning and development policy and funding to field staff, including screening and approval of application
      • Identify and approve, in conjunction with the HR field team, new relevant L&D opportunities /activities for field staff
      • Contribute actively to the talent management programme by identifying talent and promoting their development and retention
      • Facilitate career development for field staff
      • Actively remain in contact with expats while off mission
  • Employee management
    • Act as contact person with field staff’s family in case of security or medical incidents and/or evacuation.
    • Effectively manage disciplinary and grievance procedures related to staff in his/her pool
  • Professional networks
    • Establish and maintain effective relationships with relevant professional institutions and other organisations to produce creative and innovative recruitment and retention initiatives
    • Actively develop and maintain effective working relationships with HR staff in operational centres
    • Effectively participate in working groups addressing specific HR issues within the MSF movement
    • Develop relationships with professional bodies and relevant organisations in the region in order to mutually increase appropriate knowledge and aid retention
    • Network with colleagues in other local and regional NGOs to share ideas and to promote good practice

Critères d'éligibilité

  • 5 years’ experience (minimum) in a Human Resources function
  • Demonstrable experience in recruitment
  • Interest in career management of staff
  • Extensive knowledge of the Tunisian Educational System and Labour market.
  • A self-starter able to work independently with limited supervision, while at the same time working collaboratively with the team members based outside of Tunisia.
  • Up-to-date working knowledge of (regional) employment law(s) and understanding of labour market
  • Ability to demonstrate a fair, objective and non-judgemental attitude
  • Excellent communication, negotiation and listening skills, demonstrating empathy, tact and sensitivity
  • Proven ability to deal with people who may be upset, vulnerable, angry or distressed, whilst maintaining appropriate boundaries
  • Ability to build relationships with people at all levels and from all backgrounds
  • Proven ability to prioritise and manage own workload amid conflicting demands and busy work periods
  • Ability to exercise discretion in dealing with confidential or sensitive matters
  • Thrives on working in a fast-paced, unpredictable and demanding environment
  • Flexibility in terms of time as job requires occasional overtime
  • Willingness and ability to provide administration support to all Tunisian based MSF field staff
  • Ability to travel domestically and internationally
  • Flexibility to take on other related tasks combined with willingness to learn
  • Proficiency in using Microsoft office packages and HR databases
  • Fluency in written and spoken Arabic, English & French
  • Commitment to aims and values of Médecins Sans Frontières
  • Experience of working with MSF (field or office) or a comparable (I) NGO.
  • Experience in implementing a talent management programme
  • Knowledge of Spanish
