Islamic Relief has been working in Tunisia since 2011, when we supported refugees fleeing violence in Libya as well as host Tunisian communities. Since registering our office in Tunisia in 2012, we have set up and managed camps on the Tunisian border and provided humanitarian services to over 15,000 people. As the camp was wound down, we helped refugees unable to return to Libya to build new lives in Tunisia.
As well as supporting refugees, Islamic Relief has implemented projects in health, water and sanitation, food security, education – as well as schemes enabling poor families to earn a decent living. We also support capacity building of local associations in the country.
Currently Islamic Relief is focusing on the sector of Education in partnership with the Ministry of Education.
For It’s project ‘’Tunisia Child Friendly Schools’’ which aims to install 400 latrines in 400 primary schools Islamic Relief Tunisia recruiting a Technical Advisor.

KEY AREAS OF ACCOUNTABILITY:

Scope of the Role: 

Reporting to the project Coordinator, the construction technical advisor is responsible for delivering, monitoring, and reporting on the technical components of Islamic Relief (IR) work in Tunisia in regards to latrines construction and rehabilitation.

In rebuilding/restoration/constructing latrines inside 400 schools, it is essential that the post holder is able to take responsibility for the quality delivery of work in accordance with national and international standards to ensure finished products are safe and secure for household and public use.

He/she will also be responsible for representing the organization when conducting field work and will therefore need to conduct themselves accordingly.

KEY ACCOUNTABILITIES

The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff.

KEY ROLES/RESPONSIBILITIES

• Provide overall technical assistance to Islamic Relief construction projects, from their planning to their implementation and monitoring.
  
• Responsible to ensure that effective implementation, monitoring and supervision tools are developed and implemented.
  
• Responsible to conduct a need assessment in 400 schools targeted by Islamic Relief for the rehabilitation and construction of latrines in coordination with the project coordinator and the authorities.
  
• Prepare a need assessment report for each school in coordination with the engineering consultancy company.
  
• Prepare TOR for tendering of construction in coordination with the engineering consultancy company.
  
• Responsible to ensure effective quality control systems are in place and contractor and engineering consultancy companies work in compliance with technical specifications and quality standards.
  
• Monitor and evaluate performance of service providers.
  
• Ensure all technical inputs and cost estimates related to the construction components are accurate, timely provided and included in the project proposals and budgets.
  
• Support the Supply section in all tender exercises for the procurement of construction and consultancy services.
  
• Identify and manage risks and initiate corrective action where necessary, so that maximum benefit to client and stakeholders is achieved.
  
• Ensure a sound handing over of facilities to project beneficiaries.
  
• Establish archive for project document and keep records of the project
  
• Responsible for technical delivery and monitoring of construction and latrines rehabilitation activities.
  
• Conduct technical assessments targeting potential latrines construction needs for 400 schools targeted by Islamic Relief Tunisia.
  
• Site assessment and selection of appropriate structural interventions, ensuring quality as per project requirements.
  
• Assist project coordinator and program manager the timely preparation of project reports.
  
• Coordination & networking with grass root level stake holders including the vendor/supplier/contractor
