The UN agency for Migration – IOM Tunisia is looking for a National Resource Management Officer according to the terms of reference stipulated below.

 

Position Title: National Resource Management Officer
Duty Station: Tunis, Tunisia
Classification: NOA
Type of Appointment: One Year Fixed Term contract; with possibility of renewal,

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context

Under the overall supervision of the Chief of Mission (CoM) in Tunis, and in close coordination with the Regional Office (RO) and relevant units in Headquarters (HQs), Administrative Centres (MAC and PAC), the successful candidate will be accountable and responsible for coordinating and monitoring the budgetary and financial resources functions of the mission in accordance with IOM financial regulations, rules and procedures.

Core Functions / Responsibilities:

In particular he/she will:

  1. Provide administrative support in monitoring and overseeing the financial management, including the oversight of financial expenditures and accountability, for all activities.
  2. Propose to the Chief of Mission improvements in work methods regarding all financial related. Identify bottlenecks and recommend action to resolve problems or correct errors and bring to the attention of the COM any unusual trends.
  3. Check payroll versus budgets and ensure that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
  4. Undertake quality control checks on the requests for payment, purchase requests and other requests that will result to financial obligations.
  5. Ensure that IOM financial regulations are correctly applied on all financial transactions of the mission and that the accounting data are properly entered in the system, in accordance with IOM financial rules and practices, maintain accurate records of PRISM entries
  6. Maintain appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud
  7. Assist in preparation of the mission’s annual budget submission and revisions including estimating the cost of staff and office costs
  8. Monitor, on a regular basis, budget versus actual expenditures in relation to the implementation of the operational activities, in addition to monitoring financial reports (routine reports) following established guidelines and provide recommendations/advices to interested parties (IOM missions, etc.)
  9. Preparation of financial reports for the Mission’s projects according to donor relevant requirements, in coordination with COM/PM as applicable
  10. Liaise with relevant units at HQs, Administrative Centre and Regional Office, with regard to the accounting and financial activities of the Mission; report regularly on the financial situation of the Mission and provide other information as necessary.
  11. Supervise management of the treasury by forecasting cash flows according to activities in the Mission and ensuring daily control of funds disbursed;
  12. Approve all payment requests and ensure relevant and timely payments to suppliers and staff members, taking into consideration final reporting requirements;
  13. Supervise finance and procurement staff on IOM financial policies and procedures
  14. Ensure that appropriate and up-to-date filing system is maintained by Finance, procurement Unit
  15. Supervise contracts with service providers and suppliers of goods and services and related administration authorities and ensure that IOM IT policies are implemented, Ensure the contractual obligations for the mission meet IOM standards and is cleared by LEG department
  16. Oversee the management of the fleet of vehicles, maintenance as well as the functioning of all support services at the Mission.
  17. Make recommendations on procedural improvements and training mission staff in the relevant areas of finance and administration. Facilitate and support knowledge building and sharing in IOM’s policies and procedures and update them whenever needed
  18. Perform such other duties as may be assigned.

Critères d'éligibilité

  • Master’s degree in Accounting, Finance and/or Business Administration, or a related field from an accredited academic institution or university degree in the above fields with two years of relevant professional experience
  • Relevant work experience in financial management, accounting, budgeting and procurement
  • Excellent communication skills
  • Experience in Administration management
  • Familiarity with UN common system or similar systems
  • Ability to prepare clear and concise reports, and effectively coordinate administrative activities
  • High level of computer literacy
  • Good knowledge of MS Office
  • Knowledge of SAP a distinct advantage
  • Thorough knowledge of French, Arabic and English,
