Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under general guidance of Senior Operation Officer and under the direct supervision of the Search and Rescue (SAR) Operations Officer. The SAR- project Assistant will be responsible for supporting the SAR activities and ensuring that the implementing partners are on track with their action plans.

Core Functions / Responsibilities:

  • Provide support to the timely implementation of the SAR Project portfolio in close coordination with relevant Project partners, such as governmental authorities, national and international agencies, diplomatic missions, working groups and NGO partners.
  • Provide support in developing work plans, objectives and plans for monitoring and evaluation of the process, and resolving all challenges that arise in the process.
  • Provide update to the Project Manager about progress and, where relevant, additional needs in relation to the project implementation and follow up activities.
  • Follow up with implementing partners to ensure the delivery of the planned assistance to the beneficiaries within the timeframe.
  • Follow up with implementing partners on financial tracking, information management and regular reporting.
  • Conduct regular field visits and provide recommendations for effective and efficient implementation of the activities.
  • Support SAR Project Manager in ensuring that synergies are built with active programs in Libya in order to synchronize all the activities carried out under different service areas.
  • Assist the SAR Project Manager Officer in developing project documents, forms and tracking tools.
  • Support SAR Project Manager in ensuring that IOM standards procurement, logistics and financial procedures are duly applied in the implementation of the community stabilization project.
  • Coordinate with partners in the development and implementation of the capacity building activities for staff, beneficiaries, community structures members and government institutions staff related to community stabilization.
  • Coordinate with partner NGOs, community representatives and local government officials the preparation and implementation of the basic infrastructure/rehabilitation activities.
  • Coordinate and plan the collection of successful stories of the beneficiaries and share with PI unit.
  • Perform other such duties as may be assigned.
  • Undertake any other duties within the incumbent’s capabilities that might be assigned by the RMO and the Procurement Officer.

Critères d'éligibilité

  • University degree in public and business administration, human resources management or other related fields with minimum 3 years of relevant professional experience
  • Work experience from an international organization is an advantage
  • Good writing, communication and negotiation skills
  • Personal commitment, efficiency, flexibility, drive for results; capacity to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds.
  • Fluency in Arabic, English
  • Working knowledge of French is advantage
