Job Summary

The Local Program Manager (LPM) supports the Resident Program Director (RPD) and DC based Program Manager (PM) and Program Officer (PO) by performing administrative duties related to planning, coordinating and implementing activities of IRI programs and outreach to relevant partners.The Tunis-based LPM will be working primarily on of IRI’s Middle East and North Africa program “Middle East Regional Civic Initiative (MERCI).” The LPM will report directly to the Tunis-based RPD, with additional management support from the DC-based PM and PO and MENA Division Leadership.The LPM will be evaluated based on his/her ability to carry out functions in a satisfactory way and on his/her contribution to a positive working atmosphere in the office. An additional measure will be his/her ability to operate in a team environment and support positive growth, both programmatically and personally, with colleagues.

Primary Functions & Responsibilities:

  • Daily coordination of project activities on the ground, communications with local CSOs and partners, and liaising with IRI HQ staff.
  • Primary facilitator of all project operations on the ground, coordinating closely with IRI’s DC-based PM and PO to ensure program activities and deliverables are executed in full compliance with funder requirements and IRI objectives.
  • Take lead in supporting the RPD, PM andPO in implementing IRI programs to improve the capacity of civil society organizations in the MENA region.
  • Serve as the main point of contact in Tunis for assigned programs, communicating program results directly with funder representatives and remains closely engaged in the application and impact of donors funding to IRI.
  • Monitors, analyzes and reports on political and related developments in designated countries.
  • Contributes to the substantive design of new programs in coordination with relevant staff.
  • Anticipates potential problems and trouble shoots project problems and offers solutions and actively takes part to lead resolution of them with creative and immediate solutions
  • Establishes, maintains, and develops productive working relationship with relevant stakeholders, consultants, field and DC staff.
  • Maintains an understanding of IRI’s and donors’ policies, procedures and procurement related to grant compliance.
  • Monitors activities expenditures in line with the assigned programs budgets and guidance from the PM and PO.
  • Provide data and information to support IRI’s external affairs efforts.
  • Travels as needed locally and internationally for program implementation.
  • Other duties as assigned to support specific administrative and program matters as needed.
  • Initiates and describes project ideas and initiatives in accordance with the IRI’s program objectives, organizational capabilities and purposes of implementing partners and target groups, resource availability and funding source.
  • Contributes to the development of funding proposals and formulation of implementation plans.
  • Provides technical assistance in capacity building, planning, implementation, monitoring, and evaluation to IRI’s implementing partners and target group.
  • Design and delivers training programs and materials and implementation of capacity building activities to develop political, advocacy and other relevant skills.
  • Assist in draft contractual agreement with relevant stakeholders as assigned.
  • Assist in drafting weekly, quarterly and final reports, new proposals and work plans, in collaboration with the RPD, PM and PO, and maintain detailed records of project activities.
  • Assist RPD, PM and PO in the management of specific project activities.
  • Liaise with civil society organizations in respect of project activities and programs.
  • Other duties as assigned.

Critères d'éligibilité

  • Undergraduate degree in political science, international relations or related field.
  • Minimum five years professional experience in democratic governance and politics, preferably working directly with civil society organizations/NGOs
  • Working knowledge of the politics, economics, history and culture of the region
  • Fluency inwritten and oral communication and presentation skills in English and Arabic
  • Demonstrated organizational and management experience including ability to work independently and as a member of a team in a professional manner to effectively meet program goals.
  • Experience working with United State Government (USG) funded projects and familiarity with USG regulations and processes is preferable
  • Demonstrated financial management experience in developing and administering program budgets and tracking programmatic expenses
  • Ability to communicate skills and experience to others as a trainer, advisor or technical consultant; sensitivity to working in advisory role with local organizations
  • Excellent communication skills and be professional when dealing with all aspects of the programs and problem-solving skills and abilities when encountering programmatic difficulties
  • Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals
  • Willingness to travel within the country and the MENA region
  • Knowledge of Microsoft Office, including Word, Excel and Outlook
  • Willingness to acquire new skills and knowledge including on IRI’s internal management and financial procedures are required for the job
