Context

The Programme Assistant will assist with the planning, administrative and logistical arrangements and implementation of International IDEA’s programming activities such as trainings, seminars, workshops, meetings, conferences, evaluations, translations and assessments. The incumbent will also assist in the drafting of programme documents such as reports, and work plans and will provide translation and interpretation as necessary.

Duties and Responsibilities

  • Assists in the development of the annual work plan for the programme;
  • Assists with the preparation of the project budget;
  • Processes invoices, project advance requests, project expenditure reports etc;
  • Assists in the preparation of project reports (narrative) for Peru programme activities;
  • Prepares and supports the administration and performance management of Contracts and Agreements for service providers and/or partner organizations;
  • Organizes staff travel including cost control, travel advances, travel claims and other associated issues; when applicable, assists external consultants;
  • Assists in the implementation, monitoring and evaluation of the EU project.

General Profile 

  • Has developed knowledge and skills through formal training or work experience;
  • Requires good knowledge, excellent skills and initial experience in their field;
  • Will contribute to assigned projects in different aspects of the project life cycle, more specifically will conduct research and analysis, will draft various documents (articles, concept notes, agreements, etc.) and will support the projects vis-à-vis all internal and external stakeholders;
  • Adds value to team-based activities in his/her unit; collaborates with other entities of the Institute as required;
  • Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
  • Integrates a gender and diversity perspective in all activities.

Functional Knowledge

  • Has established skills to perform a range of day-to-day activities:
  • Has good knowledge in own discipline and some understanding of related disciplines to be able to approach programmatic issues in a holistic manner.

  • Integrates a results-based management approach into the design , management and evaluation of all his/her programmatic activities;
  • Has a good understanding of the key geographical zone where his/her work is implemented;
  • Contributes to the research of information on donors and partners, preparation of reports and project briefs and all other activities related to resource mobilization and partnership building;
  • Understands how the assigned duties relate to others in the team and how the team integrates with others throughout the organization;
  • Illustrates integrity, a collaborative spirit, a sense of achievement, and an understanding of risk management.

 Leadership

  • No direct people management responsibility.

Problem Solving

  • Is able to solve problems of varying degrees of complexity; approaches issues with new perspectives; analyses situations from a multitude of intervening factors.

Impact

  • Has an impact on the programme development and delivery through the quality of the services or information provided.

Communication and Interpersonal Skills

  • Liaises regularly with all internal and external stakeholders involved in his/her projects;
  • Acts in all assignments with personal energy and engagement.
  • Language skills: Spanish and English fluent written and oral.

Terms of Contract

Local Post, fixed term appointment until 31 December 2016. Contract may be extended subject to satisfactory performance and available project funding.

Please note as this is a local post, International IDEA will bear no costs relating to relocation of the selected candidate to the duty station. This position is open to those legally authorized to work in Peru.

Critères d'éligibilité

  • University degree in social or  political science, development, public policy or other relevant discipline
  • Minimum 2 years of professional experiences as Programme/Project
  • Assistant Experience of working in an international context, e.g. in an intergovernmental organization, considered an advantage.
