We seek a seasoned professional with experience managing international development programs, ideally in a conflict or post-conflict environment, to be our next Country Director in Tunisia. Knowledge of North Africa, familiarity with U.S. and E.U. funding mechanisms, and a deep understanding of the media and civil society will be needed to succeed in this role. A sense of humor, cultural sensitivity, adaptability to new environments, and strong interpersonal and communication skills are also required. Finally, we are looking for someone who is as passionate about freedom of speech and human rights as we are .

The Role

The Tunisia/Libya Country Director will implement and manage multiple programs and offices in Tunisia and across North Africa. This individual will develop, monitor, and evaluate programs, ensuring fiscal responsibility.  He or she is responsible for developing proposals and coordinating, supporting, and providing strategic business development guidance. Based in Tunis, the Country Director manages local staff and international consultants, including partner organizations in the region. Ultimately, whoever fills this position must ensure that program targets are met through the timely delivery of activities and services.

You will:

  • Provide strategic vision and leadership for IWPR’s programs in country.
  • Implement and manage multiple programs, to include the following:
    • Ensure that standard operational activities occur on schedule and accurately.
    • Lead and support project and management reviews, identifying deficiencies in policies, systems and/or procedures, and developing appropriate solutions.
    • Ensure that appropriate evaluation and assessment mechanisms are in place and M&E is undertaken within programs according to agreements, including assessment against IWPR standards, grant requirements and key performance indicators.
    • Produce timely program reporting.
    • Analyze budgets, prepare financial reports, and provide recommendations on budget expenditures.
    • Travel to site offices to provide technical assistance and troubleshoot.

Manage assigned operations, activities, and local and expatriate staff, to include the following:

  • Hire, supervise, train, and advise staff.
  • Mentor local staff in program intervention, methodologies, and best practices.
  • Ensure adherence to corporate and applicable policies, procedures, and schedules.
  • Ensure that safety and security protocols are followed.
  • Coordinate, support, and provide strategic business development guidance for the country, including leading, supporting, or participating in assessments for potential new business opportunities.
  • Represent IWPR to government and other agencies and serving as the program liaison to HQ, local NGOs, other implementing partners, units, and international donors.

Critères d'éligibilité

  • Master’s degree in business management, international development or other relevant field required; minimum of eight (8) years of relevant experience required; an equivalent combination of education and experience.
  • Innovative program development and management skills; in-depth knowledge of programmatic, compliance, and reporting requirements for US government and other donors.
  • Excellent financial management skills.
  • Ability to read, analyze, and interpret administrative reports, technical procedures, or governmental regulations; ability to write reports and to effectively present information and respond to questions from donor, government representatives and HQ staff.
  • Strong interpersonal skills to work with government and non-government officials, partners and beneficiaries on issues that might be complex and sensitive in nature; ability to communicate effectively with persons on all levels both inside and outside the company.
  • Awareness, sensitivity, and understanding of cross-cultural issues particularly in representing an international agency.
  • Ability to effectively relate, motivate and work as a team player.
  • Proven ability to successfully manage a team.
  • Excellent critical thinking skills and judgment. Proven willingness to make timely and sound decisions.
  • Excellent organizational skills. Ability to prioritize and multitask in a fast-paced environment and to follow through to end of assignment while meeting goals and deadlines.
  • Fluency in English, written and oral. Abilities in Arabic and/or French language a plus.
  • Proficiency with MS Office applications including Word, Excel, and Outlook.
  • Accuracy, attention to detail.
