Title : Project Manager

Base : Tunis, Tunisia

Reporting to : Country Director

Description : The Project Manager will oversee the complete implementation of a MEPI-funded project helping to support the Libyan media sector through editorial training and work placements, safety/security preparedness, and content production focusing on strengthening local or community media.

Managing : Local Libyan/Tunisian Staff, Libyan media partners

Project: Building the capacity of emerging broadcast media, informal and social media, and print media in Libya

Contract Type : US consultancy contract

Contract duration: US consultancy contract contract of twelve (12) months-Possibility to extend

Nationality: all nationalities

Remuneration: attractive remuneration according to the profile

Starting date: September 10, 2015

 

Tasks and Responsibilities

  • Oversee all aspects of project implementation, under the supervision of the Country Director. This will entail designing mechanisms for the delivery of all activities under the grant;
  • Work with international and Libyan partners to execute their project plans; identifying benchmarks for progress and meeting these goals;
  • Review and monitor program progress to ensure that overall program goals and objectives are being met;
  • Work closely with the Country Director and Finance Managers on program financial management and budget control;
  • Identify problem areas and devising solutions, in consultation with the Country Director;
  • Supervise, in conjunction with the program support coordinator and Reporting the Transition executive producer, all programming inside Libya for upcoming radio series
  • Supervise Monitoring & Evaluation for all program related activities, including liaising directly with program partners to evaluate the successes and impacts of this radio content
  • Supervise editorial internships with IWPR host outlets in conjunction with the Project Manager, including logistics, liaising with media partners and follow up/M&E;
  • Complete all reports and documentation required by the project, working with the finance manager to ensure that all funds are used and reported properly;
  • Train support staff how to conduct and administer activities and ensure compliance with funders’ requirements as well as with organisational policy and objectives.

Critères d'éligibilité

  • Minimum 5 years accounting experience at national or international level;
  • Experience of managing project programs and budgets;
  • Management of project staff;
  • Experience of working in a program management function for an NGO with a background in United States grants and contracts would be a strong advantage.
  • Knowledge of programmatic regulations relating to NGOs and foreign organizations in Tunisia and Libya
  • Familiarity/experience working with media
  • Ability to analyze and distil complex narrative and financial information
  • Strong interpersonal and communication skills, including good written and spoken English, Arabic language proficiency is a plus
  • Excellent report-writing skills;
  • Advanced proficiency in computers, software, spreadsheet and finance management packages.
