DEPUTY CHIEF OF PARTY

IFES FIELD OFFICE IN TUNISIA

STARTING DATE: FEBRUARY/MARCH 2018

ABOUT IFES/TUNISIA

The IFES Tunisia program aims to strengthen the capacity of electoral institutions to administer credible local elections that reflect the will of the people; better inform youth and marginalized communities about local elections and decentralization; encourage youth civic engagement at the local level and promote meaningful participation of all citizens in their political systems, including women, youth and other traditionally marginalized groups.

PRIMARY FUNCTION/PURPOSE:

The Deputy Chief of Party (DCOP) supports the Chief of Party (COP) by managing the office in the field of finance, administration and security,and by providing forward planning and implementation of field office activities. In addition, the DCOP will be responsible for ensuring compliance with donors’ rules and regulations, monitoring and evaluation and timely reporting. The DCOP will manage the program in the absence of the COP.

  • POSITION SCOPE: Support Chief of Party in the implementation of IFES/Tunisia programming for assigned projects and in managing the office. Oversee varied activities and processes to support effective project management and implementation. Collaborate with Chief of Party in monitoring all aspects of project operations, reporting and compliance.
  • DECISION MAKING/PROBLEM SOLVING: Complex decision-making requiring in-depth analysis, management of multiple projects and donors simultaneously, ingenuity, capacity to evaluate and respond to new and changing issues and sound problem solving ability.Identify risk factors with potential to disrupt achievement of program/project goals. Analyze issues, problems or opportunities and propose appropriate courses of action.
  • FISCAL RESPONSIBILITY: Participate in proposal development, financial management, project budget development and planning.  Review of field financial reports.  Ensure compliance with IFES and donor rules and regulations, particularly with regard to fiscal management.
  • RELATIONSHIPS:  Maintain collaborative working relationship to ensure timely and successful achievement of project goals and objectives.  Partnerships require a high degree of diplomacy, tact and judgment, with ability to address conflicts or difficulties in a constructive manner.
  • SUPERVISION EXERCISED: Oversee in-country project staff and participate in project monitoring and evaluation

MAJOR DUTIES AND RESPONSIBILITIES:   

  • Support the COP in managing the Field Office operations, program implementation, human resources, administration, finance, security and donor reporting.
  • Assist the COP in ensuring timely execution of project activities within the allocated budget, strategic development and implementation.
  • Lead projects’ forward planning through the coordination and update of the field office workplan.
  • Oversee specific project activities as directed by the COP and provide technical input as needed.
  • Supervise in-country local staff and consultants providing feedback on performance.
  • Work with the Senior Operations officer onany necessary procurement documentation and processes in accordance with IFES policies and donors’rules and regulations.
  • Ensure that donor-specified reporting requirements are met, including their timely submission for review.
  • Supervise the project’s monitoring and evaluation plan and oversee data collection and reporting.
  • Serve as the IFES representative when the COP is not available.
  • Other duties as assigned.

Critères d'éligibilité

  • Master’s degree in international politics, international development, public policy, or related field strongly preferred
  • Minimum of 10 years of relevant experience in international development, preferably in the area of democracy and governance
  • Minimum of 5 years of experience with international governmental and non-governmental organizations, with at least 3 years of office management and staff supervision experience
  • Familiarity with political, economic and social context of Tunisia is an asset.
  • Experience with office administration, security managementactivity planning and implementation
  • Demonstrated national staff management, project administration and financial management skills.
  • Detail-oriented, creative, dependable and organized
  • Demonstrated ability to manage staff, prioritize and handle multiple tasks and consistently meet tight deadlines
  • Ability to develop and manage effective local relationships by applying cultural awareness
  • Strong communicator, both verbally and in writing, in both French and English
  • Demonstrated outstanding writing and reporting skills
  • Collaborative, team oriented individual
  • Proven capacity to work well with minimal supervision
  • Fluency in written and spoken French and English required
  • Proficiency in Arabic is an asset
  • Travel to the regions is required.
