Overview

International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over one hundred countries and implemented over three hundred projects.  IBTCI serves government agencies, private sector companies and several donor agencies.  IBTCI specializes in Monitoring & Evaluation (M&E) across many sectors including, but not limited to, conflict and crisis, democracy and governance, economic growth, education, environment, and global health.

 

Assignment Title:                            Senior Program Development Specialist 

Department/Location:                 CCG / Tunis, Tunisia and Remote

Overview:

Using your program development and subject matter skills, perform capacity building tasks on specific task orders and/or contracts.  Tasks could include, but not be limited to:

Responsibilities

Scope of Work:  

  • Review and update the Country Development and Cooperation Strategy (CDCS);
  • Draft Program Management Plan (PMP) for Tunisia;
  • Review and update project appraisal documents (PADs) for Tunisia;
  • Draft project monitoring, evaluation and learning (MEL) plans for Tunisia;
  • Draft PADs and interim PMP for Libya;
  • Work closely with USAID Tunisia and USAID Libya teams ensuring a collaborative process with agreed results;
  • Periodically brief key USAID staff, including the Senior Development Advisors, on processes;
  • Support USAID Tunisia and USAID Libya to ensure the administrative adoption of redrafted strategies and documents.
  • Other duties as assigned.

Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.

This position does not authorize/require the consultant to directly communicate with IBTCI clients.

This position does not authorize/require the consultant to have decision making authority on final work product.

Supervisory Responsibility: 

This position does not have supervisory responsibilities.

Physical Requirements: 

This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.  This position requires the incumbent to be mobile and agile at a moment’s notice in case of an emergency.

Travel:  

Travel to Tunis, Tunisia may be required

Critères d'éligibilité

  • 15 years of experience with planning, programming and monitoring in a USAID environment; (preferred)
  • Detail-orientated and able to work in a fast-pace environment; (preferred)
  • Able to support teams and work collaboratively; (preferred)
  • Excellent written and oral presentational skills;(preferred)
  • Familiarity with French or Arabic;(preferred)
  • Deep expertise in USAID project and activity design, especially in sectors of economic growth (EG) and democracy and governance (DG); (preferred)
  • Demonstrated experience in reviewing USAID CDCSs, PADs, and project MEL plans; (preferred)
  • 10 years of experience with planning, programming and monitoring in a USAID environment; (preferred)
  • Full computer literacy; and (preferred)
  • Relevant MA degree, or commensurate professional experience. (preferred)
  • 8-12 years of relevant experience;
  • Previous experience with USAID;
  • Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required;
  • Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket;
  • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency;
  • Oral and written fluency in English required.
